Transmission Routing/Siting Permitting Lead
TTL is searching for a Transmission Routing/Siting Permitting Lead responsible for managing transmission infrastructure projects throughout Texas and Oklahoma. This role involves leading teams through routing studies, environmental reviews and regulatory approvals to ensure compliant project execution. The ideal candidate will have expertise in federal and state permitting, agency coordination, and navigating complex regulations.
Key Job Role s and Responsibilities
- Lead and manage multiple large-scale studies, project teams, and oversee project planning.
- Serve as liaison with regular interactions with clients and regulatory agencies.
- Develop and direct public involvement and outreach programs.
- Lead coordination efforts with utilities (e.g., IOUs, co-ops), landowners, and agencies to develop and refine route alternatives.
- Lead transmission routing and siting efforts supporting Certificate of Convenience and Necessity (CCN/CPCN) applications before the Public Utility Commission of Texas.
- Serve as senior expert for siting and environmental permitting.
- Provide expert guidance and leadership to mid-level to senior level team or project members.
- Utilize ArcGIS/Arc Pro to analyze data, identify potential routes, and develop constraint maps.
- Prepare and oversee applications for submittal to state utility regulatory agencies and system operators.
Requirements
- Experience: 6 to 12+ years in environmental consulting, linear infrastructure power sector development.
- Skills: Proficiency in GIS, knowledge of NEPA processes, and strong technical writing for regulatory documentation.
- Education: Bachelor's degree in environmental science, planning, engineering, or a related field.
- Strong leadership and interpersonal communication skills.
- Strong written and verbal communication skills, defining and understanding client requirements, managing expectations, and communicating with clients and project staff.
- Working knowledge of PUCT Substantive Rule 25.101 and siting criteria, including land use, environmental constraints, and community impacts.
- Demonstrated experience preparing and providing expert services for routing reports, and evidentiary exhibits for PUCT filings.
- Extensive critical thinking and problem-solving skills.
