Job Overview

This position is located in the Smithfield Construction Office and performs technical duties and fieldwork associated with the inspection, maintenance, and operation of state‑maintained roads, bridges, and transportation infrastructure.

Responsibilities
  • Assist higher‑level technicians, engineers, and supervisors with highway maintenance and construction activities.
  • Conduct basic technical inspection and surveying to ensure compliance with contract plans, specifications, and standards for highway and bridge construction projects.
  • Perform on‑site inspections, document findings, conduct material testing, and take quantity measurements to verify workmanship, materials, and methods meet state and federal requirements.
  • Read, interpret, and explain construction plans, contract provisions, specifications, and inspection procedures.
  • Learn and use computer software such as GIS, Outlook, and Excel.
  • Take accurate notes and communicate observations effectively.
  • Lift 40–50 pounds; work in high‑traffic areas, at heights over water or traffic, into extreme temperatures, on uneven terrain, and during nights and weekends as necessary; safety toe shoes required.
Qualifications
  • Ability to read, interpret, and explain construction plans, contract provisions, specifications, and inspection procedures.
  • Ability to take notes and document observations accurately.
  • Ability to learn and use computer software such as GIS, Outlook, and Excel.
  • Good communication skills and strong attention to detail.
  • Knowledge of basic math concepts, principles, and practices.
  • Knowledge of basic concepts, practices, and theories used in the technical specialty area.
  • Any of the following will be preferred: maintaining accurate records and reports, including computer/iPad data entry; basic mathematical skills; familiarity with technical specialties.
Minimum Education and Experience

High school or General Educational Development (GED) diploma; or an equivalent combination of education and experience.

Salary and Grade

Grade: NC04. Salary range: $32,287 – $56,502.
