The Health, Safety & Environmental (HSE) Manager is responsible for leading, implementing, and continuously improving all health, safety, and environmental programs within operations. This role ensures compliance with applicable federal, state, and local regulations while promoting a strong safety culture that protects employees, contractors, visitors, and the environment. The HSE Manager partners with operations, engineering, maintenance, and leadership teams to proactively identify and control risks, reduce incidents, and support sustainable HSE practices.
ResponsibilitiesHealth & Safety Leadership
- Develop, implement, and manage site HSE policies, procedures, and programs aligned with corporate and regulatory requirements.
- Foster a strong safety culture through visible leadership, coaching, and employee engagement.
- Lead hazard identification, risk assessments, and Job hazard assessments (JHAs) for site.
- Conduct and coordinate safety training programs, including new hire orientation and refresher training.
- Partner with supervisors and managers to improve safe work practices and accountability.
- Ensure compliance with OSHA (or applicable regulatory agencies), environmental [EPA], and industry standards.
- Maintain required permits, licenses, and regulatory documentation.
- Serve as the primary site contact for regulatory inspections and audits.
- Monitor regulatory changes and assess impact on manufacturing operations.
- Lead incident investigations, root cause analyses, and corrective action development.
- Track, analyze, and report safety and environmental performance metrics (TRIR, LTIR, near misses, observations, environmental incidents).
- Ensure timely reporting to internal stakeholders and regulatory authorities as required.
- Oversee environmental programs including waste management, hazardous materials, emissions, wastewater, and recycling.
- Support environmental sustainability initiatives and pollution prevention efforts.
- Ensure proper handling, storage, and disposal of chemicals and hazardous waste.
- Plan and conduct internal HSE audits and inspections across operations.
- Support corporate and third‑party audits.
- Drive continuous improvement initiatives using leading and lagging indicators.
- Promote best practices and standardization across site processes.
- Work closely with operations, engineering, maintenance, training and HR to integrate HSE into daily operations.
- Provide regular HSE performance updates to site leadership and corporate teams.
- Support contractors and visitors by ensuring compliance with site HSE requirements.
- Education:
Bachelor’s degree in occupational safety, environmental science, engineering, or a related field (required). - Experience:
8 – 12 years of HSE management experience. - Knowledge of modern developments, principles, and practices of occupational safety and health as related to the recognition and control or elimination of occupational safety and health hazards.
- Proper knowledge and application of the Occupational Safety and Health Act, EPA, and state/local requirements.
- Management principles related to Occupational Safety and Health; training/education technology; safety management principles; consultation techniques.
- Identification and evaluation of workplaces and work practices in terms of safety hazards and other possible adverse effects of workers.
- Research safety problems and apply information to implementation status.
- Writing detailed technical reports to document exposures to safety hazards, violations, or controls.
- Communicating orally with leadership, committees, and employee base to relay information, respond to complaints, or clarify or interpret safety rules.
- Motivating employees to improve workplace safety on their own.
- Conducting accident, incident, and complaint investigations.
- Representing the company at formal regulatory site meetings and conferences as an expert in the HSE field.
