Full-time General Engineer (NH-0830-03) – Air Force Materiel Command, 72 ABW, Tinker Air Force Base, Oklahoma City, Oklahoma. Salary: $89,508 - $138,370 yearly with locality.
Job SummaryThe Air Force Civilian Service seeks a seasoned engineer to provide design and support to multiple stakeholders, ensuring efficient administrative, financial, and technical aspects of assigned programs, and to manage large‑scale energy projects across the base.
Responsibilities- Provide effective design and support to multiple customers and organizations to accomplish mission requirements.
- Serve as a competent journeyman level Energy Project Manager for the largest AF base and energy program, overseeing large projects that impact all missions.
- Manage all energy actions assigned on base, ensuring resiliency and alignment with command and Air Force initiatives to save energy and water costs.
- Plan and design substantial multi‑phase new construction for Energy Performance Savings Contracts lasting up to 25 years.
- Guide other engineers and personnel in the development and execution of energy programs across the base.
- Develop and maintain an energy program to meet current and future Air Force goals and objectives.
- Review submittals and all components from large contractors to meet base‑wide reductions with minimal oversight.
- Orchestrate planning, design, cost estimating, and phased scheduling of assigned projects.
- Coordinate with civil engineering functions, environmental, safety, contracting, public utilities, and other organizations for reviews and execution.
- Provide guidance to team members and report performance to supervisors.
- Act as the technical consultant/design project engineer on all design aspects of the project.
- Serve as the design liaison with the Army Corps of Engineers, energy privatization companies, utility providers, and other design agencies as required.
- Maintain current civil engineering data for assigned projects.
- Obtain and maintain a security clearance.
- May be required to travel for temporary duty and may have extended or non‑normal duty hours.
- Bachelor’s degree in engineering or a closely related field from an ABET‑accredited institution.
- Professional Engineer (PE) license desired but not required.
- Minimum of eight years of experience with complex and critical utility systems (reduced to 7 years with a relevant Master’s degree or 6 years with a relevant PhD directly applicable).
- Competent journeyman experience across engineering and energy programs.
- Strong knowledge of energy and engineering standards, methods, and practices.
- Understanding of federal, state, and local codes, contracting regulations, and environmental requirements.
- Proficiency in automated data processing concepts, systems, and economic usage.
- Ability to plan complex solutions and coordinate with higher leadership, multiple bases, and private industry.
- Research, analyze, interpret, and apply rules, regulations, and procedures in varied situations.
- Organize work, coordinate with other disciplines, and communicate effectively both orally and in writing.
