Essential Functions Community Reinvestment Act (CRA)
  • Develop, administer, and maintain the Bank's CRA Program.
  • Monitor CRA performance against strategic goals and regulatory expectations.
  • Coordinate community development lending, investment, and service activities across all assessment areas.
  • When applicable, collect, maintain, and annually report specific loan and community development data. This includes gathering small business and small farm loan records, tracking community development loans, and submitting the electronic filing by March 1.
  • Prepare and present CRA performance reports to executive management and the Board of Directors.
  • Maintain relationships with community organizations and identify opportunities that support CRA objectives.
  • Maintain and update the Public File annually.
  • Lead CRA self‑assessments and coordinate regulatory examinations.
  • Monitor regulatory developments affecting CRA compliance and recommend program enhancements.
Home Mortgage Disclosure Act (HMDA)
  • Manage the Bank's HMDA compliance program.
  • Oversee data collection, validation, scrub processes, and annual Loan Application Register (LAR) submission.
  • Conduct periodic data integrity reviews and coordinate corrective actions.
  • Analyze HMDA data for fair lending risk indicators and reporting trends.
  • Coordinate responses to regulatory inquiries related to HMDA reporting.
  • Ensure compliance with CFPB reporting requirements.
Consumer Compliance
  • Oversee the Bank's Consumer Compliance Management System (CMS).
  • Maintain policies and procedures covering applicable consumer protection regulations, including but not limited to:
  • Truth in Lending Act (TILA)
  • Equal Credit Opportunity Act (ECOA)
  • Fair and Accurate Credit Transactions Act (FACT Act)
  • Flood Disaster Protection Act
  • Electronic Fund Transfer Act (Regulation

  • Expedited Funds Availability Act (Regulation CC)
  • Truth in Savings (Regulation DD)
  • Privacy Regulations
  • Unfair, Deceptive, or Abusive Acts or Practices (UDAAP)
  • Military Lending Act
  • Perform compliance risk assessments.
  • Review new products, services, and marketing initiatives for regulatory compliance.
  • Oversee consumer complaint management and trend analysis.
  • Monitor regulatory changes and implement required program updates.
  • Assist in administering the Bank's Fair Lending Program.
  • Conduct comparative file reviews and statistical analyses.
  • Monitor lending practices for potential disparate treatment or disparate impact.
  • Support fair lending examinations and internal audits.
  • Recommend corrective action when risks are identified.
Compliance Monitoring & Testing
  • Develop and execute risk‑based compliance monitoring programs.
  • Coordinate independent compliance reviews with Internal Audit and external consultants.
  • Track regulatory findings and corrective action plans.
Training
  • Develop and deliver compliance training programs for directors, management, lenders, branch personnel, and operations staff.
  • Promote a strong compliance culture throughout the organization.
