Overview

Salary Range $59,116.00 - $88,673.00 Hourly

Description

Assists the Director in the administration and oversight of Housing Choice Voucher Program operations, including landlord and participant relations, Housing Assistance Payment (HAP) processing, admissions, eligibility determinations, recertifications, inspections, occupancy management, quality control, compliance monitoring, reporting requirements, and supervision of assigned personnel. Monitors and implements HUD regulations, policies, and guidelines governing Housing Choice Voucher Programs. Provides leadership in maintaining program integrity, maximizing voucher utilization, ensuring customer service excellence, and achieving departmental performance objectives.

Collaborates with the Assistant Director of Special Programs, RAD, and Housing Initiatives to ensure continuity of operations and coordinated program administration.

Accountability:

Directly responsible to the Director of Housing Choice Voucher Program.

Examples of Work Performed:

Assumes responsibility for Housing Choice Voucher Department operations during the absence of the Director.

Assists the Director in the planning, administration, and evaluation of Housing Choice Voucher Program operations and performance objectives.

Makes decisions, in conjunction with the Director of Housing Choice Voucher Programs, regarding program administration, compliance matters, operational issues, and policy implementation.

Oversees admissions, occupancy, recertifications, inspections, rent determinations, and Housing Assistance Payment (HAP) activities to ensure compliance with HUD regulations and Authority policies.

Monitors Housing Choice Voucher Program utilization, leasing rates, and occupancy status to maximize program effectiveness and funding utilization.

Processes and oversees contract enforcement actions involving Housing Choice Voucher Program landlords and participants and monitors program compliance and terminations.

Conducts quality control reviews of participant files, contracts, certifications, and program transactions to ensure accuracy and regulatory compliance.

Assists in ensuring the timely and accurate submission of HUD reports, management reports, and other required documentation.

Prepares reports, analyses, and information for monthly Board of Commissioners meetings and other executive-level presentations.

Supervises assigned staff, including establishing work priorities, providing training and guidance, conducting performance evaluations, and ensuring compliance with agency policies and procedures.

Coordinates Housing Choice Voucher Program activities with landlords, community organizations, service providers, governmental agencies, and other stakeholders to promote program participation and achieve program objectives.

Assists in landlord outreach and retention efforts to expand housing opportunities for program participants.

Coordinates and oversees housing management software systems, data integrity, reporting functions, and technology requirements supporting Housing Choice Voucher operations.

Conducts informal reviews and hearings and serves as the Authority representative during grievance and administrative hearing proceedings.

Reviews and approves Housing Assistance Payment contracts, program actions, and other transactions as assigned.

Maintains oversight of landlord payment systems and other financial processes associated with Housing Choice Voucher Program administration.

Verifies and approves payroll through designated electronic systems.

Works collaboratively with the Assistant Director of Special Programs, RAD, and Housing Initiatives to provide operational support, share program knowledge, and ensure continuity of services across all Housing Choice Voucher and related rental assistance programs.

Maintains working knowledge of Special Programs, RAD initiatives, Project-Based Voucher activities, and new housing initiatives to provide departmental support and leadership as needed.

Participates in the development and implementation of new HUD initiatives, program enhancements, operational improvements, and strategic agency objectives.

Performs other duties as assigned.

Qualifications

Qualifications:

Required:

College degree in management, business or social field or a combination of education and work experience in a related field of five years, two years or more in a supervisory capacity. Familiarity and experience with basic computer principles and usage. Ability to work independently, have a good sense of priorities, and be willing to use initiative.

Ability to work with the disadvantaged and general public. Ability to understand/interpret Federal Regulations, use effective management tools to organize and control functions, personnel, and material resources of the Department.
