PAY AND FAIR LABOR STANDARDS ACT (FLSA) STATUS:

Pay Range: 523

Hourly Rate: $50.39 - $77.09

FLSA Status:
Exempt

The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City's step placement policy.

JOB SUMMARY

This position is located in the Treasury Division of the Finance Department within the City of Oklahoma City and is under the direction of the Finance department head. The City Treasurer is primarily responsible for managing the City's investment program, banking relationships, revenue enforcement program, and overseeing the City's cashiering system.

ESSENTIAL JOB FUNCTIONS

  • Monitoring and maintaining records and reporting the status of the City's investment program.
  • Researching, analyzing, and evaluating financial and economic data to determine the City's optimal investment strategy.
  • Communicating with individuals inside and outside the City organization and serving on various boards to provide and obtain information and technical assistance related to City and trust investments, banking, and revenues.
  • Performing other duties as assigned.

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.

MINIMUM QUALIFICATIONS

  • Possession of a bachelor's degree or higher in finance, business administration, public administration, or a related field.
  • Minimum of five (5) years of progressively responsible experience in treasury operations.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of and ability to apply supervisory, administrative, and managerial techniques, methods, and principles.
  • Knowledge of finance.
  • Knowledge of economics and statistics.
  • Skill in projecting future trends in taxation and revenue.
  • Skill in performing statistical and mathematical computations.
  • Skill in analyzing data.
  • Skill in accurately organizing, compiling, and processing data.
  • Skill in verbal and written communication using tact and diplomacy.
  • Skill in supervising professional and clerical staff.
  • Ability and willingness to make work-related decisions within the framework of applicable laws, rules, and regulations.
  • Ability to develop long-range plans and evaluate work accomplishments.
  • Ability to continually improve processes and identify efficiencies.
  • Ability to manage and support governing bodies such as committees or trusts overseeing specialized funding sources.
  • Ability to establish and maintain effective working relationships.
  • Ability to learn and interpret government regulations.
  • Ability to travel.
