Responsible for overall project implementation, performance management, coordination with subawardees, partner organizations, and OESC/state agency leadership. Oversee day-to-day operations and workflow for the justice-impacted grant portfolio, ensuring deliverables are met. Ensures alignment and compliance with federal requirements and performance outcomes. Establish and maintain data tracking systems in compliance with Department of Labor requirements for this grant. Track program participant milestones, outputs, and long-term outcomes while maintaining participant confidentiality.
Assist with the preparation of timely financial and programmatic progress reports to funding agencies. Conduct regular analysis and evaluation of fiscal and programmatic grant progress, needs, and objective attainment. Collaborate with subrecipients to formalize referral pipelines and expand employer partnerships. Coordinate services with local workforce development boards in Oklahoma City and Tulsa, as well as American Job Centers, to support WIOA co-enrollment, access to Eligible Training Provider List (ETPL) programs, and alignment with existing workforce services and funding streams.
Align program models and standardized assessment tools and Individual Development Plan (IDP) process across grant subrecipients. Coordinate services with community partners, correctional facilities, local employers and education and training providers. Align grant services with the state’s broader workforce system modernization efforts to institutionalize them through ongoing WIOA-funded services, ensuring that training pathways, employer partnerships, and coordinated service delivery models are sustained beyond the grant period.

- Knowledge of:
Familiarity with the unique needs of justice-impacted individuals and barriers to reentry (e.g., housing, employment, record expungement). - Familiarity with justice system processes (prison reentry, jail reentry, court-ordered diversion programs, etc.).
- Familiarity with the Oklahoma workforce ecosystem.
- Methods of organization and management.
- Public administration Agency policies and procedures.
- Grant management and/or procurement & contract requirements.
Skill and
Competencies:
Excellent verbal and written communication skills expressing ideas clearly and concisely. Proficiency in grant management software and strong financial budgeting capabilities. Possessing the ability to convene partners in an impactful way.
Ability to:
Establish and maintain effective working relationships with others. Exercise good judgment in analyzing situations and making decisions.
Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels determined by the office environment. While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms requiring periods of sitting or standing and daily use of computer and phone. It also requires the occasional use of the office machinery in accordance with safety and security protocols.
