Positions in this job family are involved in professional level work involving the investigation, counseling, auditing and performance of other activities within a labor law compliance program related to wage and hour standards and workers compensation standards. This includes meeting with public officials, private contractors, attorneys and trade union officials to negotiate/settle wage disputes; providing technical assistance and training to others on legal requirements, unit and department procedures;
and enforcing provisions of Title 85 for workers’ compensation coverage.
- Evaluates public and private business to ensure provision of workers compensation insurance coverage for employees in case of injury, occupational disease, disability or death; interviews business owners and representatives to verify information.
- Interviews and/or corresponds with individuals regarding wage and hour complaints and state labor laws and rules. Assists claimants in preparation of claim documents and corresponds with employers to ascertain facts regarding complaints.
- Investigates complaints of noncompliance with wage payment and child labor requirements; takes written or recorded statements to establish facts; compiles reports, records and other pertinent material to complete case file.
- Reviews and verifies payroll records, bookkeeping records, employment agreements and other documents to determine applicability. Issues orders of determination, notice of civil penalty, penalty notices and other disposition notices as required.
- Establishes case files reflecting all appropriate documentation.
Levels are distinguished based on the complexity of assigned duties, the level of expertise required for completion of work assignments, and the responsibility assigned for the supervision of others. This is the career level of the job family where employees are assigned duties and responsibilities at the full-performance level and perform a wide range of tasks within a labor law compliance program related to wage and hour standards, workers compensation and prevailing wage.
This includes providing advice and assistance to employees and employers with wage and hour requirements and applications. At this level, limited guidance and training may be provided to entry level employees performing labor compliance duties.
Education and Experience requirements at this level consist of a bachelor’s degree and two years of professional experience in investigations, research, analysis or data compilation; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education.

required at this level include knowledge of interviewing, investigating and auditing procedures and techniques; of federal and state statutes and policies relating to wage and hour standards, workers’ compensation and prevailing wages; of payroll and business practices as they relate to labor law; of business English; of math; of the maintenance of records; and of modern office methods and procedures. Ability is required to handle confidential work with tact and discretion;
to interpret and handle decisions in accordance with established laws, rules and procedures; to establish and maintain effective working relationships with others; to communicate effectively both orally and in writing; to handle moderately complex assignments simultaneously; and to effectively counsel employees and employers regarding labor laws.
