Job DescriptionThese consultants will participate as Financial Center of Excellence (FCOE) CORE Team members and may serve in both lead and support roles across multiple statewide implementation and support initiatives. The State has accelerated the implementation of People Soft Financials Phase II modules across numerous agencies, creating a need for highly skilled resources capable of supporting statewide configuration standards, business processes, and financial operations.
Key Responsibilities- Participate as a core member of the FCOE team supporting statewide People Soft Financials initiatives.
- Support and lead People Soft implementation projects across multiple state agencies.
- Provide functional and technical support for People Soft Financials modules.
- Maintain statewide configuration standards and ensure compliance with statewide accounting procedures.
- Translate business and functional requirements into technical specifications.
- Collaborate with Business Analysts, System Analysts, System Integrators, Oracle support teams, and agency stakeholders.
- Design, configure, and support business processes within People Soft Financials.
- Develop and maintain workflow documentation and process designs.
- Support Accounts Payable and Travel & Expense business processes and implementations.
- Update user manuals, SOPs, job aids, training guides, and operational documentation.
- Develop test scenarios, test scripts, training materials, and configuration documents.
- Perform production support activities for People Soft Financials modules.
- Assist with People Soft Financials PUM upgrades, patch testing, and issue resolution.
- Maintain and support People Soft Test Framework (PTF) scripts and automated testing processes.
- Identify project risks, issues, and obstacles and provide recommendations to leadership.
- Ensure compliance with State of Oklahoma accounting policies, procedures, and standards.
- Coordinate with agencies and technical teams to resolve functional and technical issues.
- Participate in system enhancement, maintenance, and upgrade activities.
- Support statewide business process improvements and modernization initiatives.
- Assist with user acceptance testing and production deployment activities.
Provide knowledge transfer and end-user support when required.
- Strong experience with People Soft Financials 9.2 and PUM 53.
- Expertise in the following People Soft Financials modules:
- Grants
- Project Costing
- Contracts
- Accounts Receivable
- Billing
- Accounts Payable
- Travel & Expense
- Treasury
- General Ledger
- Commitment Control
- Asset Management
- Experience translating business requirements into technical specifications.
- Strong functional and technical troubleshooting capabilities.
- Experience with:
- Component Interfaces
- SQR
- Application Engine
- People Code
- People Tools
- SQL Developer
- BI Publisher
- Experience supporting enterprise People Soft Financials production environments.
- Strong testing, documentation, and training experience.
- Excellent communication and stakeholder management skills.
- State government experience.
- State of Oklahoma experience.
- Experience supporting statewide ERP implementations.
- Experience with the latest People Soft PUM images.
- Experience with People Soft Test Framework (PTF).
- Experience working with Oracle support and System Integrators.
- Proven experience supporting large-scale People Soft Financials environments.
- Ability to work independently and collaboratively within project teams.
- Strong analytical, problem-solving, and organizational skills.
- Ability to manage multiple priorities in a fast-paced environment.
- Experience working with executive leadership, technical teams, and business stakeholders.
- Bachelors Degree in Computer Science, Information Systems, Business Administration, Accounting, or related field.
- Equivalent professional experience may be considered.
- People Soft Financials Certifications (Preferred)
- Oracle Certifications (Preferred)
