Position: Director of Analytics for Workforce and Economic Development

Director of Analytics for Workforce and Economic Development

Position Number 100038 | FLSA Non-Exempt | FTE 1.0 | Pay Rate $89,280 annually, plus benefits | Position Type Full-Time.

Provide a high level of support for projects/programs in the Workforce and Economic Development division. The position is responsible for workforce and economic development datasets and fulfills ad hoc requests and required reporting for the Oklahoma State Regents for Higher Education.

Responsibilities and Duties
  • Serve as the primary lead for data collection, management, and analysis for the Workforce and Economic Development division
  • Review, validate, and clean raw data to ensure accuracy and reliability; conduct analyses and develop reports that include summary tables, charts, and visualizations
  • Conduct qualitative and quantitative research to inform strategy, policy, and decision-making
  • Respond to quick turnaround data requests from the Chancellor, Vice Chancellors, Directors, Communication staff, Legislative Relations, and directly from the State Regents
  • Serve as the primary liaison with IT to communicate business requirements, coordinate technical solutions, and ensure system standards
  • Present workforce and economic development reports, data analyses, and project findings to internal and external stakeholders
  • Act as the lead developer for public-facing dashboards and work with other Oklahoma State Regents for Higher Education departments to develop internal dashboards to meet reporting needs
  • Lead coordination, data collection, verification, and quality assurance for the employment outcomes dataset in partnership with the Oklahoma Employment Security Commission and Oklahoma Tax Commission
  • Serve as a subject matter expert on Lightcast data, conducting analysis and interpreting findings to inform workforce and economic development initiatives
  • Provide guidance and support to institutions on the use of Lightcast data for new program proposals
  • Review and maintain the eImpact dashboard in coordination with Lightcast to ensure data accuracy and reliability
  • Prepare, review, and ensure accuracy of files submitted to the U.S. Census Bureau for the Post-Secondary Employment Outcomes project
  • Lead the preparation, analysis, and annual compilation of the state’s Credentials of Value list
  • Prepare and manage ongoing and ad hoc data requests for the Oklahoma Department of Commerce, Oklahoma Workforce Commission, Governor’s Council for Workforce and Economic Development, and the State Department of Education
  • Collaborate with internal and external stakeholders on the administration, compliance, and reporting of Workforce Pell programs
  • Maintain partnership with the Oklahoma Employment Security Commission on enhanced wage records and critical occupations
  • Assist the Associate Vice Chancellor for Workforce and Economic Development with tasks and projects as needed
  • Other similar duties as assigned
Minimum Qualifications
  • Master’s degree in data science, economics, statistics, public policy, mathematics, computer science, or a closely related quantitative field OR a bachelor’s degree in one of these fields and at least three (3) years of professional experience in data analytics, statistical research, labor market analysis, or workforce/economic development data analysis
  • Must maintain a valid Oklahoma driver’s license for work-related travel
  • Demonstrated experience working with large datasets, conducting quantitative analysis, and translating complex data into reports, visualizations, and presentations for decision-makers
Required Knowledge and Skills
  • Strong analytical, problem-solving, and organizational skills with the ability to manage multiple projects and respond to time-sensitive data requests
  • Experience conducting labor market analysis or workforce data analysis, including use of labor market information tools such as Lightcast or similar platforms
  • Experience working with administrative or wage record data for employment outcomes analysis
  • Experience using Microsoft Excel for data management and analysis
  • Experience using SQL or other data extraction tools to query and manipulate datasets
