Overview

GovCIO is currently hiring a Certified Scrum Master to work with the United States Postal Service's (USPS) Finance and Payment Technology Services (FPTS). This position requires a security clearance of Public Trust. The candidate will focus on developing and maintaining data-intensive applications to support the USPS mission. This requires expertise in requirements gathering, design, programming, testing, documentation, implementation, maintenance, and management ensuring compliance with IT architecture and business requirements.

The resource will support application testing and USPS Software Development Life Cycle (SDLC) tasks such as defect fixes, vulnerability remediation, and quality improvements. Key applications supported include PAYROLL, a COBAL mainframe system hosted on-site. This position is located in Washington DC, and will be a fully remote/hybrid position.

Responsibilities

We are interested in a Scrum Master who will provide direction to development and testing team members, conduct Agile ceremonies, oversee work, and release management. The candidate will be responsible for managing the entire Scrum process including maintaining Scrum artifacts and Scrum tools; with the ability to take projects from assignment to implementation. The candidate must be able to support USPS management team’s efforts in change management, and have the ability to recommend and take action to improve processes.

Some other qualities the candidate should have are strong communication skills, team leadership, organization, time management, project management, risk management, problem solving, adaptability, and teamwork skills.

Qualifications

Required Education and Experience

  • Bachelor’s Degree with 5–8 years experience or if the candidate does not have a degree, an additional 4 years of relevant work experience

Preferred Skills and Experience

  • Motivated self‑starter with excellent analytical, organization, and troubleshooting skills.
  • Deep knowledge of software development cycle and testing methodologies.
  • Utilization of Dev Ops and Agile methods to promote collaboration and flexibility in software testing and development.
  • Experience using Version One or other work management tools.
  • Strong understanding of the complete life cycle of a system (SDLC) application and operating systems.
  • Attention to detail. Critical for identifying discrepancies in payroll calculations that could lead to financial penalties or legal issues.
  • Problem‑solving. Ability to analyze issues and payroll anomalies, determine if a discrepancy is a system bug or input error, and work with developers to resolve them.
  • Strong communication skills. Ability to collaborate with key stakeholders, solutions architects, product owner, managers, and developers.
  • Time management. Manage testing schedules to meet deadlines and payroll cycles.
  • Successful candidates will ensure quality, timely completion of projects, meeting the specified expectations, reducing the risk or errors and customer satisfaction.
  • US citizenship is required for USPS Public Trust clearance.
