Compensation & Benefits

Annual rate of $85,000.00. The Service Oklahoma offers a generous benefits package, including a benefits allowance to offset the costs of medical, dental, vision, life, and disability insurance plans. The Service Oklahoma will match up to 7% toward an employee’s Defined Contribution retirement plan. Employees receive 11 paid holidays, 15 days of paid annual leave that increases every five years of service, 15 days of paid sick leave, and longevity payments based on years of service with the State of Oklahoma.

Position

Summary

The Business Technology Manager coordinates business‑driven technology initiatives and serves as the primary liaison between business units and technical teams. This role ensures technology projects align with operational needs, are implemented effectively, and are successfully adopted across the agency. The manager supports technology implementations, oversees integration requests and changes involving agency systems and external partners, and works closely with operations, communications, product teams, and technical vendors to deliver projects efficiently.

Responsibilities
  • Technology Project Coordination:
    Coordinate agency technology initiatives from intake through implementation; track project timelines, milestones, and deliverables; support successful implementation and adoption with operations, communications, and digital teams; collaborate with technical teams and vendors to communicate business requirements and priorities; support business readiness activities including testing coordination, training support, and rollout planning.
  • Business and Technology Liaison:
    Serve as a point of coordination between business teams and technical partners; gather and document business needs for system enhancements and technology projects; ensure stakeholders understand project scope, timelines, and operational impacts; help resolve project issues by coordinating communication across business and technical teams.
  • Team Leadership:
    Supervise the Business Analyst and System Security Specialist; provide oversight and guidance for business analysis, documentation, and project coordination activities; support workload prioritization, staff development, and alignment with agency priorities.
  • Project Tracking and Reporting:
    Maintain centralized tracking of technology initiatives, requests, and milestones; provide status updates to leadership and key stakeholders; use project management tools to manage project activities and deliverables; identify risks or delays and work with stakeholders to resolve issues.
  • Other duties as assigned.

Education & Experience

The preferred minimum qualifications are: a Bachelor’s degree in business administration, information systems, public administration, or a closely related field; PLUS two (2) years of experience in project coordination, business analysis, technology implementation, or a closely related field; or six (6) years of experience in a related field; or a combination of education and experience. Preference may be given to candidates who:

  • Have experience coordinating technology or system implementation projects.
  • Have experience working with cross‑functional teams including operations, communications, and technical staff.
  • Have experience supporting system integrations or technology partnerships.
  • Have experience using project management tools such as Smartsheet, Asana, Trello, or Microsoft Project.
  • Demonstrate strong organizational skills with the ability to manage multiple initiatives and deadlines.
  • Have the ability to communicate technical concepts to non‑technical audiences.
Special Requirements

The schedule may vary and require flexibility, including some early or late shifts, weekends, and occasional overtime. The position may require occasional travel; the selected candidate must be willing and able to perform all job‑related travel. State vehicles may be available, but reliable transportation may be required for local travel. This position works in a comfortable office setting with a computer for a large percentage of the workday.
