In-person attendance may be required for some on-site meetings. Please note TRS will not reimburse travel expenses for contractors. Pursuant to the Central Purchasing Act (74 O.S. § 85.40), any travel expenses incurred by contractors or agents of contractors providing goods or services to the state must be included in the contract award and paid as a part of the contract payment.
Work hours are usually 8:00 am–5:00 pm, with flexibility possible if approved by the TRS Project Manager.
The Teachers' Retirement System of Oklahoma (TRS) is undertaking a comprehensive, multi year modernization initiative to replace aging legacy systems—including full retirement of the ALICE platform—and transition to a unified, cloud native environment. This effort centers on building MyPAS 3.0, a modern Azure-hosted pension administration system that integrates seamlessly with MyTRS member portal and MyERS employer portal.
TRS serves a large and diverse membership of over 210,000 employees and retirees across more than 600 school districts, career tech centers, colleges, and universities, making it the largest of Oklahoma's six state pension systems.
The modernization responds to longstanding challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack—Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)—to support scalable, secure, and efficient operations.

MyTRS member portal modernized July 2025
All IS resources support legacy systems while simultaneously building modernized ones
Project charter and Software Development Life Cycle established and in practice
Environment and foundation for modern applications defined and nearing completion
Expected outcomes:
All major systems operate on the Azure platform with improved performance, scalability, and maintainability.
Retirement of ALICE and elimination of legacy technical debt.
Reduced manual work, fewer errors, and significantly improved turnaround times.
A modern document storage and capture solution, with improved workflows and reduced fragmentation
Enhanced security posture.
Improved user satisfaction and accessibility.
Greater operational resilience and adaptability.
Reduced maintenance burden, lower infrastructure costs, and fewer workarounds through modern platform infrastructure.
All work products belong exclusively to TRS.
Requirements
Process Analysis and Documentation
Engage with business units to understand operational workflows, pain points, and improvement opportunities.
Interface with technical resources, such as Development or IT staff to understand and translate technical requirements.
Document current state processes using clear, structured methods such as process maps, swimlane diagrams, and workflow charts.
Facilitate discussions to define future state processes aligned with organizational goals.
Requirements Gathering and User Story Development
Translate business needs into detailed functional requirements, acceptance criteria, and Azure Dev Ops work items/user stories.
Ensure requirements are complete, consistent, testable, and aligned with business priorities.
Collaborate with product owners, developers, and stakeholders to refine and validate requirements.
Testing and Quality Assurance
Develop test plans, test scripts, and step-by-step testing instructions for functional and user acceptance testing.
Execute functional testing of user stories in Development and Test environments to validate solution accuracy and readiness.
Document defects, track resolution progress, and verify fixes.
Coordinate, support, or lead user acceptance testing (UAT) sessions with business stakeholders.
Stakeholder Collaboration and Communication
Serve as a liaison between business units and technical teams to ensure shared understanding and alignment.
