- Exercise 2nd Level (or higher) technical and administrative supervisory personnel management responsibilities for 25% or more during duty time.
- Plan work to be accomplished by subordinate supervisors/leads, sets and adjusts short and long‑term priorities, and prepares schedules for completion of work.
- Assigns work to subordinate organizational elements based on priorities, consideration of difficulty and requirements of assignments, and the capabilities of employees.
- Plays a role in plans, organizes, and oversees the activities of the Civilian Personnel and Non‑Appropriated Funds (NAF) Human Resource Sections.
- Develops goals and objectives that integrate organization and Civilian Personnel/NAF section objectives.
- Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff as necessary to eliminate work problems or barriers to mission accomplishment.
- Promotes team building and implements quality improvements in response to concerns with regulatory compliance and/or customer requirements.
- Represents the Force Support Squadron with a variety of installation and functional area organizations.
- Establishes, develops, and maintains effective working relationships with other base organizations, senior leadership, squadron commanders, and representatives from other military services, Department of Defense (DoD) agencies, and related civilian organizations regarding services provided.
- Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve significant problems that arise.
- Serves as senior expert to establish, define, and implement requirements for personnel programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements.
- Develops, monitors, and analyzes applicable statistical data to track operating programs, evaluate their effectiveness and applicability to strategic goals, and plan improvements.
- Keeps senior management informed of progress of programs and advises of any significant developments that may impact plans.
- Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.
