Starting Salary: $6,526.83 per month / $78,321.96 per year.

Benefits:

Basic Purpose

Serves as both the Oklahoma Military Department (OMD) Agency Environmental Performance Assessment Survey (EPAS) Program Manager and Environmental Condition of Property (ECP) Assessment Manager.

Typical Functions

With direction and guidance from the state Deputy Environmental Program Manager and federal Environmental Program Manager, manages the EPAS/ECP Program. Maintains an inventory of compliance sites and activities that could impact the environment. Conducts EPAS audits of all operations and activities within the installation boundary—including operational ranges, training areas, and representative samples—to evaluate overall program performance and conformance with AR‑200‑1. Evaluates tenant, outgrant, lease, and other OMD and OKARNG activities.

Prepares the Installation Internal Action Plan (IIAP) annually and performs timely site visits to allow Environmental Quality Control Committee (EQCC) review and director certification. Prepares the Installation Corrective Action Plan (ICAP) and, with environmental staff, ensures findings are closed in accordance with ARNG, DA, and DoD requirements, especially Class I findings. Evaluates OKARNG sites individually and collectively to determine environmental exposure and liability potential, analyzes noncompliance trends, and focuses inspections and training accordingly.

Develops comprehensive IIAPs based on trends and historical performance, prioritizes high‑risk or high‑visibility sites, coordinates corrective actions with OKARNG personnel, provides on‑site training for military and civilian staff, and collaborates with NGB to ensure efficient external assessments. Develops and documents ECP assessments as required, ensures compliance with the Army National Guard Environmental Condition of Property Handbook and related guidance, monitors the Camp Gruber Training Center Environmental Section’s ECP completion, and coordinates with the Environmental Program Manager for review and approval.

Evaluates proposed OMD/OKARNG property actions to protect the State of Oklahoma from environmental liability in real property acquisitions and disposals, determining necessary investigations and documentation, and gathering required reference materials.

Special Requirements

Must be willing and able to fulfill all job‑related travel normally associated with the position, including out‑of‑state travel up to one week for training and frequent in‑state travel. Requires a state‑issued driver’s license and the ability to operate a state vehicle, occasionally driving long distances.

Knowledge,

Skills and Abilities

Knowledge of environmental program principles and procedures covering solid and hazardous waste, air and water quality, pollution prevention, PCB management, underground storage tanks, natural resource and cultural resource management, environmental compliance and assessment, and related statutes and regulations. Ability to apply this knowledge to solve complex environmental protection problems, modify or develop procedures, evaluate and adapt methods, communicate effectively in writing and orally, train and supervise cultural resource tasks, analyze complex data sets, and manage multiple projects and deadlines.

Education and Experience

Bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science (e.g., environmental science, chemistry, geology, hydrology, geography, epidemiology, environmental health, or engineering), plus three years of professional experience in one of the listed areas, or a master’s degree in a qualifying area.
