Birth Through Eight Strategy For Tulsa (BEST)

BEST is a comprehensive, integrated approach that focuses on families and empowers parents and caregivers to break the cycle of intergenerational poverty for their children. Through this strategy, a network of knitted programs, services, and community agencies work together to partner with Tulsa's families to increase the percentages of:

  • Born Healthy
  • On a positive developmental trajectory by age 3
  • Kindergarten ready
  • Achieving success by third grade

Connect First's mission is to facilitate access to programs and services offering prenatal, postpartum, and social service supports to advance BEST's goals. Essential to the Birth through Eight Strategy for Tulsa (BEST), Family Navigators partner with parents and other caregivers in Tulsa County to provide compassionate, solution-oriented information and referrals. Their goal is to increase awareness and simplify access to maternal healthcare, early childhood development resources, and support programs.

Position Summary:

The Navigation Supervisor will play a key role in advancing the goals of BEST and realizing the potential of the strategy for children and families. The Navigation Supervisor will provide personalized, ongoing support to connect families to desired programs and services and will supervise a team of Family Navigators and/or Family Liaisons. Together with other BEST implementing partners, the Navigation Supervisor will impact thousands of children across Tulsa County and the country, as other communities draw from and replicate the model.

Essential Job Functions:
  • Direct and provide oversight of the daily activities for the Family Navigators and/or Family Liaisons.
  • Provide ongoing mentoring, coaching, and performance support to staff to enhance skills, accountability, and professional growth.
  • Conduct case reviews, audits, and quality assurance activities to ensure compliance with program standards, policies, and documentation requirements.
  • Monitor and maintain client tracking systems to support accurate reporting, service coordination, and program accountability.
  • Conduct regular one-on-one meetings with staff to provide guidance, address concerns, monitor performance, and support professional development.
  • Report any concerns to the Navigation Manager promptly, regarding reporting team and individual performance concerns or disciplinary concerns.
  • Complete annual and probationary performance evaluations in accordance with organizational policies and procedures.
  • Provide oversight regarding record storage to abide by the agency's policy and protocol.
  • Oversee employee timekeeping, attendance tracking, and leave management processes to ensure accuracy and compliance with established procedures.
  • Participate in staff meetings, leadership meetings, and quality assurance activities to support effective communication, collaboration, continuous improvement, and adherence to program goals, policies, and procedures.
  • Complete required training in support of assigned duties and responsibilities.
  • Other duties as assigned, including those required to fulfill activities in support of public health emergency operations.
  • Education:

    Bachelor's degree required in social work, public health or other closely related field.

    Experience:

    Two years of administrative and clerical duties required. Two to three years of experience in an administrative or consultative capacity in the health or social services field preferred. Supervisory experience preferred.

    Knowledge and

    Skills:

    Excellent interpersonal and communication skills are required to efficiently supervise staff who provide information and referral via telephone, in person, email, and text to pregnant women and parents and caregivers of young children and work to obtain cooperation from clients who come from a wide range of economic, social and ethnic backgrounds; to lead and coach staff; and to work effectively with agency staff and community colleagues.

    Proficient in Microsoft Office Suite applications, including Word, Excel, Access, and PowerPoint, as well as Salesforce and other related software systems. Experience working with culturally diverse families and coordinating referrals within health and social service systems to support access to appropriate resources and services. Good interpersonal and oral and written communication skills. Excellent skills in planning and organization of multiple duties.

    and External Working Relationships:
    • Regular internal contact with various staff and colleagues at Connect First to coordinate meetings, develop and provide training, and facilitate referrals for the target population.
    • Regular internal contact with various staff, the Navigation Manager, Community Connector, and the Navigation team, Family Advocates and Family Liaisons
    • External contact with outside agencies to exchange information to promote home visitation, coordinate referrals, establish and facilitate coalitions, recruit new referral sources, and link clients to appropriate services.
