Child Welfare Specialist V - H23E

This position is located in Oklahoma City, Oklahoma.

Annual Salary: $58,847.88 + Full State Employee Benefits

Applicants who possess a Master's Degree in Social Work will be entitled to a salary incentive of an additional 5%.

Travel is extensive. Must possess a valid driver's license and maintain required car insurance.

Minimum Qualifications:

  • Masters Degree plus two years of experience as a Child Welfare Specialist
  • OR a Bachelors Degree plus three years of experience as a Child Welfare Specialist
  • OR Four years of experience as a Child Welfare Specialist

Job Responsibilities

  • Provides direct supervision, leadership, mentoring, oversight, and coaching to a team of Child Welfare Specialists assigned to the Treatment Foster Care (TFC) and Intensive Treatment Family Care (ITFC) Programs along with liaison staff assigned to TFC/ITFC provider agencies, providing oversight of responsibilities related to agency applications, licensing and approval processes and ongoing program compliance.
  • Ensures compliance with federal and state laws, agency policy, Medicaid requirements, and contractual expectations. Participates in the on-call rotation to support TFC/ITFC providers and statewide placement needs. Leads screen-out consultations as needed and provides guidance to agency partners regarding safety, policy interpretation, and program expectations. Coordinates responses to policy violations, Written Plans of Compliance (WPCs), and other safety-related concerns involving treatment foster care resources to ensure accountability, regulatory compliance, and continuous quality improvement.
  • Develops and maintains collaborative relationships with contracted providers and community partners by participating in provider meetings, stakeholder forums, and other collaborative initiatives. Provides guidance and establishes clear expectations for TFC and ITFC liaisons to promote statewide consistency in practice. Leads the monthly Back to Basics learning sessions with agency partners and staff.
  • Oversees reviews of BIDS documentation, OSBI, fingerprint, and DPS background checks, as well as Resource Family Assessments (RFAs), to ensure prospective resource families meet program requirements and are appropriate for treatment foster care. Participates on the ITFC interview panel for perspective new treatment foster parents.
  • Provides consultation to staff regarding complex provider concerns, staffs significant issues with the Field Manager, reviews and approves childcare applications, and oversees placement coordination, provider tracking, and ongoing case consultation to ensure timely access to appropriate treatment services and supports. Participates in Treatment Team Meetings (TTMs) and Multidisciplinary Team (MDT) meetings across all five regions and agencies as needed to staff youth who may require a treatment-level foster care placement.
