The Housing Services Director leads the day-to-day work of City Care’s housing stability and aftercare services, helping ensure that moving into housing is the beginning of long-term stability, not the end of support. This position leads the team responsible for walking alongside people after housing placement, with services that can range from an occasional check-in to more intensive advocacy depending on individual needs.

The Director represents City Care in community collaboration meetings focused on program implementation, grant‑funded initiatives, city‑led efforts, and coordinated housing services, helping turn shared commitments and new initiatives into clear, effective workflows and documentation practices for staff and partners.

Requirements

Key Responsibilities
  • Lead the daily implementation and management of City Care’s housing stability and aftercare programs, including new programs, initiatives, and service improvements, for residents in City Care housing and individuals housed through other City Care programs.
  • Translate organizational priorities, grant requirements, city initiatives, and collaborative commitments into clear program procedures, staff responsibilities, and measurable practices.
  • Maintain consistent service practices while allowing the level and frequency of support to respond to individual needs.
  • Identify operational barriers and implement practical solutions that strengthen housing stability, service access, and continuity of support.
  • Promote resident choice, dignity, self‑determination, and long‑term housing stability.
  • Monitor key program outcomes, including housing stability, housing retention, service connections, and aftercare engagement.
  • Represent City Care in community collaboration meetings related to housing initiatives, program implementation, coordinated services, grant‑funded projects, city initiatives, and homelessness‑response efforts.
  • Ensure assigned programs operate in accordance with applicable City Care policies, grant and contract requirements, and service standards.
  • Support program monitoring, reporting, auditing, and quality‑improvement efforts, managing day‑to‑day compliance and quality‑assurance activities.
  • Assist in developing and overseeing budgets, monitoring expenditures, staffing allocations, service costs, resident‑assistance resources, and other operational needs.
  • Maintain working knowledge of requirements related to fair housing, resident rights, confidentiality, documentation, and supportive housing services.
  • Ensure incidents, grievances, safety concerns, and other significant issues are documented, reviewed, and addressed in accordance with City Care policies.
  • Elevate significant program, staffing, compliance, or resident concerns to the Senior Director as appropriate.
Staff Leadership & Team Development
  • Provide direct supervision, coaching, support, professional development opportunities, and performance management for Housing Stability Advocates and other assigned staff.
  • Guide Housing Stability Advocates in assessing needs, coordinating referrals, and adjusting support as circumstances change.
  • Support staff in responding to tenancy concerns, benefits needs, healthcare and behavioral health connections, employment, recovery resources, and other barriers to housing stability.
