Overview
Subcontracts Administrator / Purchasing Specialist is responsible for the end-to-end lifecycle management of subcontracts and procurement activities in support of government and commercial programs. This role ensures compliance with FAR/DFARS requirements, supports manufacturing and program execution needs, and leads the negotiation of commercial terms, conditions, and licensing agreements. The position operates in a fast-paced, compliance-driven environment requiring strong business acumen, risk management, and cross-functional collaboration.

- Administer the full lifecycle of subcontracts and purchase orders, including solicitation, evaluation, negotiation, award, and closeout.
- Ensure compliance with applicable regulations, including FAR, DFARS, and company purchasing policy requirements.
- Serve as the primary interface between internal stakeholders (program management, engineering, manufacturing, quality) and external suppliers.
- Develop and issue RFQs/RFPs; perform price/cost analysis and evaluate supplier proposals for adequacy, compliance, and risk.
- Evaluate supplier proposals for cost, technical acceptability, and compliance with requirements
- Negotiate pricing, delivery schedules, terms and conditions, and commercial licensing agreements to achieve best value and mitigate risk.
- Support manufacturing operations by procuring materials, components, and services aligned with production schedules and technical requirements.
- Draft, review, and negotiate subcontract terms, including flow-down provisions, data rights, IP/licensing clauses, and indemnification language.
- Prepare and issue purchase orders and subcontracts in accordance with internal procedures and regulatory requirements (e.g., FAR/DFARS where applicable)
- Monitor subcontractor performance, including cost, schedule, and technical compliance; address performance issues proactively.
- Maintain accurate procurement files and documentation to support audits.
- Support small business utilization goals and supplier diversity initiatives where applicable.
- Collaborate with legal, finance, and program teams to resolve contractual issues and ensure alignment with business objectives.
- Bachelor’s degree in Business, Supply Chain Management, Contracts, or related field (or equivalent experience).
- 5+ years of experience in subcontracts administration, procurement or purchasing in a government contracting environment.
- Strong working knowledge of FAR, DFARS, and related federal acquisition regulations.
- Experience supporting manufacturing environments, including procurement of materials, components, and production-related services.
- Demonstrated experience negotiating commercial terms and conditions, including software or technical licensing agreements.
- Proven ability to perform cost/price analysis and evaluate supplier proposals.
- Strong understanding of subcontract and purchase order types (FFP, CPFF, T&M, etc.) and associated risk profiles.
- Excellent negotiation, communication, and analytical skills.
- Proficiency with ERP systems (e.g., Deltek Costpoint or similar) and Microsoft Office tools.
Preferred Qualifications:
- Bachelor’s degree in Business, Supply Chain Management, Contracts, or related field (or equivalent experience).
- 5+ years of experience in subcontracts administration, procurement, or purchasing in a government contracting environment.
- Strong working knowledge of FAR, DFARS, and related federal acquisition regulations.
- Experience supporting manufacturing environments, including procurement of materials, components, and production-related services.
- Demonstrated experience negotiating commercial terms and conditions, including software or technical licensing agreements.
