Duties Summary :
The primary purpose of this position is to function as the installation's testing program manager and educational advisor. Responsible for oversight and administration of the Air Force Military Personnel Testing System (AFMPTS) and Voluntary Education Testing Program. Provides educational and vocational advisement incorporating testing requirements and establishing career plans and goals. Duties :
1. Provides individual career, academic and force development advisement to military personnel, dependents and civilian personnel pursuing Voluntary Education opportunities.
2. Counsels military personnel, dependents, and eligible civilian personnel on military and academic testing programs and provides advisement on career development and voluntary education programs. Serves as subject matter expert on all testing programs and advises, base leaders and Service members.
3. Manages the Foreign Language Proficiency Pay & Bonus (FLPP/FLPB) programs. Ensures all requirements for FLPP/FLPB eligibility are met in accordance with applicable directives.
4. Administers military personnel tests for mission-specific requirements related to procurement, aptitude, promotion, proficiency, and qualification standards.
5. Performs a variety of administrative support duties for the Education & Training Section. Requirements Conditions of employment

* Work may occasionally require travel away from the normal duty station to administer tests to personnel assigned to geographically separated units (GSUs) or conduct briefings in various settings such as conferences
* Personal data to which the incumbent has access, are controlled by the Privacy Act of 1974 and must be safeguarded appropriately
* Promotion data are For Official Use Only (FOUO) and are not releasable except as prescribed
* Must be able to obtain and maintain a Secret security clearance
* A degree that includes or is supplemented with study in education or a subject-matter field appropriate to the position is required
* Incumbent must annually review test control videos
* Knowledge of applicable Air Force Instructions (AFI) is desired
* Incumbent is required to obtain network access, including administrator privileges, to maintain the test room
* Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series.
** Basic Requirement for GS-1740 Positions: A Bachelor's degree (or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. (For guidance counselor positions, a college or university-sponsored practicum in counseling is also required):

Specialized
Experience:
One year of specialized experience for GS-1740-09 which includes assisting in planning, implementing, administering, and advising on activities designed to provide individualized career-related or self-development education plans to include education and training academic opportunities, tuition assistance program, career development programs, and other education and training services and activities and counseling students or enrollees to establish educational and occupational objectives. OR
Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
