Job Title
The water and sanitation engineer participates in defining the community's strategy for drinking water and sanitation. They coordinate, manage, and evaluate projects and their management. The engineer is responsible for the technical follow-up and financial execution of studies and works.

- Internal relations:
Daily relations with the Water and Sanitation Exploitation Service, frequent relations with the Cartography department, the Urban Planning Service, and the Public Procurement Service - External relations:
Frequent relations with elected officials and communal agents, construction companies, consulting firms, and institutional partners:
Water Agency, DDT, ARS, SATESE…
- Be present at project meetings
- Control payment situations
- Control technical and administrative files for public procurement
- Manage different stakeholders around projects (users, project managers, contractors, control offices, SPS coordinators, companies…) - Develop and launch public procurement in collaboration with the Public Procurement Service
- Prepare grant application dossiers with funders
- Plan projects from a technical and financial perspective (maintenance or construction of new equipment or pipelines) - Design the project to adapt to the constraints of the exploitation service
- Write the technical specifications for the works
- Ensure the management and coordination of the implementation of projects
- Ensure technical and regulatory compliance of the operations carried out and completed the day before
- Participate in defining strategic orientations in the field of drinking water and sanitation
- Organize and implement public policy in the field of drinking water and sanitation
- Assist and advise elected officials
- Conduct scientific, legal, technological, and socio-economic monitoring
- Have basic knowledge of water treatment techniques, wastewater treatment, collection and transport of drinking water/wastewater/rainwater, measurement systems for self-monitoring, supervision, and remote reading
- Have budgetary, accounting, and public procurement knowledge
- Know the fundamentals of the territorial functioning of communities
- Master office computer tools, knowledge of GIS tools, Qgis, autocad...
- Have relational qualities, an ability to analyze and synthesize
- Know communication and negotiation techniques
- Know how to lead meetings
- Have a sense of public service, organization, and responsibility
- Have an initiative spirit and a sense of teamwork
- Be able to work in a team as well as independently
- Show discretion and availability
- Required:
Degrees in the field of water and sanitation, valid B permit - Desired:
Experience in territorial community
