Position Summary

The Technical Services Manager is a member of the Refinery Leadership Team that provides leadership, direction, and guidance for the refinery’s technical support needs. With minimal guidance, this role supervises and directs activities related to process engineering, safety, environmental project concept development, turnaround, maintenance, and reliability of processing units. The manager oversees the Process Engineering, Process Controls, and Refinery Laboratory staff, providing guidance on work prioritization and coaching performance to achieve refinery goals in safety, environmental, and operational metrics.

Responsibilities include evaluating plant performance, providing technical solutions, implementing optimization recommendations, and supporting initiatives for long‑term sustainable profitability.

Education Requirements
  • Bachelor’s Degree in Chemical Engineering required.
  • Master’s Degree in Chemical Engineering or equivalent preferred.
Experience Requirements
  • 10+ years’ experience in oil refinery process engineering, controls, or operations required.
  • 5+ years supervisory experience required.
  • Experience with capital and operating cost estimating and economic analysis preferred.
  • Ability to set up and maintain unit monitoring spreadsheets that include mass, heat, and material balances, and conversion calculations. Strong computer skills with Excel, Word, and other Microsoft functions.
  • Knowledge of process simulation software such as HYSYS, PRO‑II and programming such as VBA preferred.
  • Good understanding of mechanical operations of equipment, machinery, and distillation towers, and overall refinery operation required.
  • Strong mathematical and reasoning skills, problem‑solving ability, and understanding of P& PFD required.
  • Excellent communication skills, fluent in English, both oral and written required.
  • Demonstrated knowledge of process technology and process safety with the ability to embrace and drive change.
  • Ability to adjust schedule to meet business needs.
Major Accountabilities
  • Manage the Refinery Technical Service Department to achieve Safety, Environmental Compliance, Reliability, and Operating Excellence, including oversight of the Laboratory and Control Systems Engineering.
  • Member of the Refinery Leadership Team.
  • Collaborate with operators and engineers to maintain and troubleshoot problems, develop process unit enhancements, and drive operational excellence.
  • Provide technical support and mentoring to develop Process Engineers, including hiring, training, performance evaluation, and personnel issues.
  • Guide unit operations and optimization aligned with refinery safety, environmental, and operational goals; review daily plant operations and laboratory analysis to improve efficiency and compliance.
  • Generate ideas and develop process design improvement projects for strategic and business improvement.
  • Provide technical content for operating procedures, process safety information, and change management; serve as a technical authority on operating limits and continuous improvement.
  • Work closely with the Capital Project group to provide engineering assistance and implement minor and major capital projects.
  • Support Process Catalysts and Chemicals bidding; communicate with vendors and provide accurate process information.
  • Assist in planning unit shutdowns and startups; administer plant performance test runs and provide operational data or drawings.
  • Develop the annual Technical Service operating budget and monitor performance against budget.
  • Work in environments near potentially volatile and combustible materials and chemicals.

  • Demonstrate excellent communication and teamwork skills.
