Title: Director of Federal Programs – Stilwell Public Schools

Purpose:

The Director of Federal Programs serves as the district leader responsible for the development, implementation, monitoring, and compliance of all federal programs and federally funded initiatives. The Director ensures Stilwell Public Schools maximizes available federal resources while maintaining full compliance with federal laws, regulations, grant requirements, and program expectations. As the district expert on ESSA requirements, Title programs, federal compliance, grant development, and program monitoring, the Director ensures federal funds are used strategically to improve student outcomes and support district priorities and works closely with district leaders to align resources with district needs while meeting all programmatic requirements.

• Lead all federally funded programs operated by Stilwell Public Schools.
• Co‑ordinate and ensure alignment between federal programs and district priorities.
• Monitor program effectiveness, develop evaluation systems, and ensure federal resources are utilized strategically.
• Support district leaders in understanding federal program requirements and monitor changes in federal regulations.
• Develop systems to evaluate program impact and maintain accurate documentation.

• Develop and maintain Title I plans.
• Coordinate school wide program requirements and monitor implementation of Title I services.
• Support Title I schools with compliance requirements, manage documentation, coordinate annual Title I meetings, and monitor parent engagement requirements.
• Support Title I improvement efforts.
• Ensure Title I programs operate effectively and remain fully compliant.

• Coordinate professional learning funding and monitor allowable expenditures.
• Support educator effectiveness initiatives and manage Title II planning processes.
• Monitor implementation of funded activities and maintain required documentation.
• Ensure Title II resources support employee growth and district priorities.

• Monitor services for multilingual learners and ensure compliance with Title III requirements.
• Coordinate required documentation, support district EL programming, monitor program implementation, and maintain reporting requirements.
• Ensure multilingual learners receive services that support academic growth and compliance requirements.

• Coordinate Title IV activities and monitor program implementation.
• Support safe and healthy school initiatives, student enrichment opportunities, and manage documentation and reporting requirements.
• Ensure Title IV resources expand opportunities and support for students.

• Monitor ESSA requirements, coordinate documentation, maintain records, and ensure compliance with federal expectations.
• Support schools with ESSA implementation and monitor accountability requirements.
• Ensure district remains fully compliant with ESSA requirements.

• Coordinate annual application development, conduct needs assessments, and collaborate with district leaders on funding priorities.
• Develop program budgets with the CFO, ensure application accuracy, meet submission timelines, and manage amendments.
• Ensure applications accurately reflect district priorities and maximize available funding.

• Identify and research grant opportunities, coordinate grant applications, write competitive proposals, and maintain a grant opportunity calendar.
• Collaborate with district leaders on grant initiatives and develop partnerships that support grant opportunities.
• Monitor emerging funding opportunities.

• Prepare for monitoring visits, coordinate documentation reviews, conduct internal compliance reviews, and monitor corrective actions.
• Maintain monitoring evidence, support schools during monitoring processes, and ensure successful completion of reviews with minimal findings.
