Basic Purpose

Positions in this job family enforce state laws, rules, and regulations concerning motor carrier operation, motor vehicle license and registration, motor fuel taxes and fees, and the transportation or disposal of deleterious substances or hazardous materials. Duties include monitoring and inspecting motor vehicles for required safety standards, issuing warnings or citations, impounding vehicles, and arresting or determining other appropriate actions against violators.

Responsibilities
  • Patrol roads and highways or operate a weigh station to identify motor carriers operating in violation of state regulatory laws.
  • Stop apparent violators, inspect vehicles and associated documents to determine compliance with applicable laws, rules, and regulations.
  • Enforce state size and weight laws and overweight/oversize permits.
  • Issue citations or warnings, determine applicable fees and penalties in accordance with state law, serve warrants, writs, and notices issued by the Corporation Commission.
  • Detain violators, accept bonds guaranteeing court appearance, and testify at trials and hearings.
  • Impound improperly registered vehicles until the vehicle is properly registered and applicable fees are paid.
  • Perform vehicle and driver safety inspections in accordance with national standards.
  • Provide assistance and information to law enforcement entities and motor vehicle license agents regarding state motor vehicle and motor fuel laws.
  • Serve as a liaison with the public concerning motor carrier problems and issues, explaining requirements and application of existing statutes and rules.
  • Investigate complaints regarding service, damage settlements, illegal dumping, and storage or transportation of deleterious substances.
  • Provide initial response to accident scenes involving deleterious and hazardous materials, notify appropriate agencies and local authorities, and provide technical guidance or supervision to others at the scene.
  • Perform detailed inspections at illegal dumping sites; prepare inspection reports and assist the legal department in preparing for trials or administrative hearings.
  • Conduct investigations involving pollution‑related incidents.
Qualifications
  • High school graduate.
  • Minimum three (3) years of practical experience in the transportation industry or in law enforcement.
  • One (1) year of Council on Law Enforcement Education and Training (CLEET) certified law enforcement experience specifically in motor carrier enforcement for a regulatory agency.
  • Age of at least twenty‑one (21) years.
  • Willing and able to be on call 24 hours per day.
  • Willing to travel frequently and be away from home for extended periods.
  • Willing to relocate to the place of assignment and accept the physical discomforts and/or dangers inherent in the work.
  • Applicants conducting CLEET certified training must have received Instructor Development Certification and Peace Officer Certification from CLEET.
  • Some positions may require the candidate to live within 50 miles of the assigned facility.
Knowledge, Skills, and Abilities
  • Knowledge of law enforcement principles and practices.
  • Knowledge of state and federal laws concerning the transportation industry.
  • Knowledge of the Corporation Commission’s rules regarding motor carriers and the transportation and disposal of deleterious materials.
  • Knowledge of chemical, explosive, and other hazardous materials and their containment, storage, disposal, and transportation requirements.
  • Knowledge of investigation techniques, rules of evidence, and public relations in law enforcement programs.
  • Ability to follow oral and written instructions and communicate effectively, both orally and in writing.
  • Ability to make oral and written reports, establish and maintain effective working relationships, react quickly and effectively in emergency situations, and exercise tact to secure compliance with laws and regulations.
