Position Essential Functions

Manage and promote career assessment and vocational counseling through applicant interview and qualification evaluation to determine needs for employment, job skills, placement, training, referral, and more under a case management system. Ensure optimal delivery of multiple employment services within the business hours of operation, focusing on priority services to special‑needs clients and ensuring required information is obtained and recorded into Employ Oklahoma.

Utilize Employ Oklahoma for registering customers for employment, unemployment services, and additional education and training services. Establish claims for Unemployment Insurance benefits, provide interpretation of benefit provisions of multi‑state unemployment insurance laws, analyze claims for accuracy, perform fact‑finding, and maintain Unemployment Insurance files focusing on priority service to all categories of special‑needs clients. Communicate with management, employers, applicants, claimants, and coworkers regarding job orders, referrals, job developments, and unemployment insurance benefits in a timely manner;

prepare clear, concise oral or written reports as needed. Professionally manage career assessment, vocational counseling, job placement, employment services, and other social services offered at the local American Job Center in conformity with Department of Labor laws and regulations with priority service to veterans and other special‑needs applicants. Utilize excellent customer‑service skills to ensure optimal results for the many activities required of the workforce center staff while maintaining a friendly office atmosphere.

Provide resource room assistance with UI eligibility, filing UI claims, training on UI functions and UI compensation services in a professional and friendly manner under a case management system. Assist with workforce center receptionist duties as assigned, participate in team meetings, staff‑required training, and cross‑training to provide timely assistance with duty requirements. Utilize office machinery in accordance with safety and security protocols.

On‑site attendance is essential, as the role requires direct interaction with staff, clients, and on‑site office resources.

Qualifications
  • Knowledge of spelling, punctuation, business English, business mathematics, modern office methods and procedures, employment practices and problems, current economic and social trends, community and social service providers, principles of interviewing, social assistance requirements, the U.S. Department of Labor one‑stop workforce initiative, laws, rules, policies and regulations of public employment service, unemployment compensation, job training and social services programs, occupations and industries, basic psychology and human relations.
  • Skill and competencies – excellent verbal and written communication skills.
  • Ability to maintain effective working relationships, work independently, handle confidential work, evaluate eligibility requirements, exercise good judgment, make decisions, anticipate, identify and resolve problems, and interpret applicable state and federal laws and regulations, especially regarding veterans programs and social services.
  • Minimum qualifications:

    Five years of experience in employment services, career or vocational guidance and counseling, personnel, recruitment, training, customer services or social services. Equivalent combinations of education and experience accepted (e.g., thirty semester hours from an accredited college or university for three years of required work experience).
  • Special skills:
    Proficiency with Microsoft Office (Word, Outlook, Excel, Access, Teams), Internet, and capability to learn other software as needed.
  • Physical requirement:
    Ability to lift, carry, and move objects up to 25 pounds.
