The City of Marlborough’s Department of Public Works is seeking to fill the full-time position of Foreman in the Forestry, Parks & Cemeteries Division.

Definition/

Purpose:

Oversight of the day-to-day operations of the Forestry Group of the Forestry, Parks & Cemeteries Division (FP&C) of the Department of Public Works, which includes the maintenance of all trees and roadside vegetation within the city’s right-of-way, parks and other green spaces.

Supervision

Required:

Under the direct supervision of the General Foreman and Assistant Commissioner of Operations. This employee may also receive direction from the DPW Commissioner.

Supervisory Responsibility:Direct supervision of subordinate personnel assigned to the Forestry Group of FP&C including, but not limited to, Special Motor Equipment Operators, Laborers, Tree Climbers and temporary/part-time department employees.

Work Environment:Work is continually performed outdoors, regardless of weather conditions. Employee is frequently exposed to equipment/machinery, noise, odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease, and risk of personal injury. The employee operates a personal computer including Microsoft Office, email, telephone, fax, scanning and copy machines. May be required to work weekends and holidays and in emergency situations.

Must be available for “on-call” status as assigned.

Essential Functions:

  • Supervise the daily work of employees engaged in tree and vegetation maintenance.
  • Review the progress of work and work performed to ensure compliance with instructions and that work is in conformance with accepted trade practices.
  • Ensure that employees are in compliance with safety regulations and to enforce same.
  • To direct and inspect the operation of a wide variety of heavy and special heavy motorized construction and maintenance equipment.
  • Care for and maintain all city trees including removal, trimming, and planting.
  • Supervise roadside cutting and/or herbicide control program.
  • Assist other DPW divisions and groups as well as other City departments throughout the year relating to spring and fall cleanups, maintenance of conservation’s trail system, parade preparations and cleanup, as well as holiday preparation and cleanup.
  • Direct and coordinate the maintenance of new landscaped areas and the refurbishing of old areas, including tree planting, excavation and back filling procedures.
  • Make recommendations regarding employee discipline and performance.
  • During the winter months, provide principal supervision and oversight with other foreman of the Snow & Ice operations.
  • Perform other related work as required.
  • Performs other duties as requested by the Assistant Commissioner of Operations and/or the Commissioner of Public Works.

Education and Experience:Must have a High School Diploma or equivalent. At least five years’ experience in forestry and tree-related operations or an equivalent combination of education, training and/or experience.

Special Requirements:

  • Commercial Driver’s License, Class B minimum with Air Brake Endorsement.
  • Department of Public Safety Hoisting License, 2B minimum.
  • Pesticide Applicator’s License and Commercial Pesticide Applicator Certification for Ornamentals and Shade Trees.

Knowledge, Abilities and Skill:

  • Ability to manage a group of employees including but not limited to Special Motor Equipment Operators, Laborers, Tree Climbers and temporary/part-time employees.
  • Ability to provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations.
  • Ability to communicate effectively both verbally and in writing; to establish positive public relations for the City, department and/or division; and to interact effectively with a wide variety of people.
