AIR Traffic Control Specialist; Terminal) Security Clearance

Position: AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) with Security Clearance
Location: Moffett

Duties THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), GS-2152-11, is to perform Air Traffic control duties at the National Aeronautics and Space Administration (NASA) Air Traffic Control Tower at Moffett Field, California.
* Obtains and maintains a comprehensive knowledge of airspace, adjacent airway and route structure, operating agreements with other facilities, airport layout, geographic area including significant terrain and other features, location of navigational aids and flight information publications. Maintains various records concerning terminal operations.
* Issues control instructions to provide safe and organized flow of ground aircraft traffic and ensures safe separation of airborne traffic within delegated airspace. Relays VFR/IFR departure times to Operations, Flight Service or Approach Control as required. Relays clearances and control instructions between tower and radar and adjacent air traffic control.
* Receives, posts, and relays flight data to local, ground, and clearance delivery.
* Directs, sequences, and separates arriving, overflying, and departing Instrument Flight Rules (IFR) and Visual Flight Rules (VFR) aircraft operating within assigned airspace. Safeguards and facilitates operation of aircraft operating in the congested airspace. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission;

and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following:
It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance.

* Must maintain proper security clearance.
* Incumbent is subject to random drug testing.
* Must be able to achieve full performance level ATC certification within the time specified in the training program.
* Under the provisions of 5 U.S.C. 3307, a maximum entry age has been established for Terminal and Center positions.
* Must possess a current and valid FAA class II medical certificate prior to appointment.
* Must achieve certification in the Supplemental Aviation Weather Reporting Station (SAWRS) program The maximum entry age for original entry into an identified ATC position is 36. An individual not appointed by the last day of the month in which the individual becomes age 36 will not be appointed or assigned to an ATC position. Individuals past the maximum entry age limit of 36 but who previously served in covered positions may be reinstated to a covered position only if they:
* Meet the qualification requirements for the position.
* Have received ATC Specialist Certification according to Federal Aviation Administration (FAA) standards.
* Have been qualified and facility-certified in a DoD or FAA ATC Facility.
* Will be able to complete a total of 20 years of covered service as an ATC by the last day of the month in which you become age 56. Qualifications AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), GS-2152-11:
Must have at least one year of specialized experience, equivalent to at least the GS-09 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as:
Issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement;
Ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure;
