About the Position:
This position is fora Natural Resources Management Specialistwithinthe Kansas City District  Operations Division. Incumbent will perform a variety of duties and tasks. Typical duties include the point of contact for technical support of recreation programs, serving as recreation business line manager, coordination with lake projects and visits to lake projects.

• Formulates, programs, and defends the Operations Division’s Recreation Business Line budget, consolidating input from multiple lake projects to ensure funding requests align with regional and national goals.
• Utilizes agency-specific database system to optimize funding allocations across all water resource development projects.
• Ensure compliance of natural resources and recreation programs with federal regulations, public laws, and agency policies.
• Identify program deficiencies and recommend corrective action to supervisor to maintain safety, integrity, and operations of all lake projects.
• Provide technical support for complex recreation programs including recreation user fees, visitation, recreation outgrant management, Ranger CoP, Accessibility, REC-CWBI, Federal Interagency Pass program, and Recreation.gov services.
• Prepare decision documents on technical matters, such as operational policy changes, proposed land disturbance activities, restrictions on use of government lands and real estate actions to ensure program/project objectives are achieved.
• Develops and maintains collaborative relationships with federal, state, and local agencies, non-profit organizations, and commercial concessionaires to leverage resources and enhance public recreation opportunities.
• Develops and communicates a unified strategic vision for multidisciplinary teams, regional work groups, and field rangers, aligning individual performance objectives with USACE organizational goals. Leads regional committees and working groups to address systemic recreation issues, mentor field staff, and standardize best management practices across all lake projects in the district.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

One-year specialized experience at the GS-11 level
1) apply established principles and policies to plan and administer outdoor recreation and natural resources management programs, and
2) provide technical assistance in the development of recreation plans, conduct studies to assess environmental impacts and public use, and
3) ensure projects comply with applicable regulations.

One-year specialized experience at the GS-09 level
1) assist senior specialists with tasks related to outdoor recreation planning and natural resources management,
2) collect and compile data for recreation studies, review project plans for adherence to basic environmental policies, and prepare reports on resource use, and
3) provide information to the public regarding recreation programs and supporting the administration of fee collection or visitor assistance programs under direct supervision

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
