Work Schedule & Location

This position requires on-site presence at the Johnson County Courthouse in Olathe, KS. The role also includes participation in a rotating schedule for weekend support to ensure coverage and system availability.

The Court Systems Analyst serves as the primary liaison between district court staff and the IT teams that support eCourt tools and applications, including Tyler Technologies Enterprise Justice (EJ), Judge Edition, and related case management systems and eCourt systems. This position helps ensure court users can effectively use eCourt technology by supporting workflows, troubleshooting issues, coordinating enhancements, assisting with reporting needs, and educating staff on system features and best practices.

This position reports directly to the JD10 IT Department and maintains a functional reporting relationship with the Office of Judicial Administration (OJA) Case Management Support Team to ensure alignment of training, support, and system-related activities for Enterprise Justice and other eCourt tools.

This is a hands‑on, user‑facing IT business analyst role focused on court operations and case management support. It is not a software development or data analyst position.

Enterprise Justice functional support & configuration
  • Provide functional support for Enterprise Justice and Judge Edition, including diagnosing issues, validating configuration, and coordinating with IT teams and vendors.
  • Support calendaring, sessions, events, notices, batch processes, and interface outputs (e.g., summons, subpoenas).
  • Serve as the JD10 point‑of‑contact for operational or policy changes affecting Enterprise Justice workflows, including new rules, case types, and forms.
Data quality, integrity, and operational controls
  • Monitor and investigate data inconsistencies reported by staff, reports, or related systems; identify root causes.
  • Recommend and implement procedural controls to improve data quality and prevent recurrence.
  • Coordinate corrective actions with court units and OJA case management support teams.
Reporting, queries, and information delivery
  • Work with users to define reporting requirements, confirm data elements, and validate report output.
  • Responding to data extract and query requests by ensuring purpose, definitions, approvals, and delivery methods are appropriate.
  • Collaborate with programming resources on report development, testing, and maintenance.
  • Maintain an inventory of commonly used reports and schedules to reduce duplication and ensure accuracy.
User Assistance, Documentation, and Training
  • Assist clerks and court staff with Enterprise Justice features, troubleshooting steps, and best practices.
  • Provide targeted training for new processes, upgrades, and releases.
  • Develop and maintain job aids, quick reference guides, process maps, and knowledge‑base materials.
  • Translate technical concepts into plain language and effectively communicate business needs to IT teams.
Project participation and stakeholder coordination
  • Participate in projects involving Enterprise Justice upgrades, interfaces, eFlex/eFile changes, reporting initiatives, and operational modernization.
  • Gather requirements, define scope, document workflows and use cases, and support testing and go‑live activities.
  • Coordinate with external partners such as county agencies, law enforcement, attorneys, and vendors when case management processes or interfaces are impacted.
Required

Education and Experience
  • Associate degree in business, information systems, or a related field.
  • At least 3 years of business analysis experience, including gathering and analyzing requirements and serving as a liaison between IT and business stakeholders.
  • Ability to interpret technical specifications and convert them into functional requirements for non‑technical users.
  • Proficiency in creating documentation such as process workflows and business process documents.
  • Three or more years of relevant experience may substitute for formal education.
