Position: Environmental Analyst 1 (35 Hour) (Hybrid)

Position Highlights

Full‑time position in a first shift schedule, Monday – Friday, 8:30 AM – 4:00 PM, 35 hours per week.

Location:

Old Lyme, CT. Job assigned to the Boating Division’s Education and Outreach program, responsible for boating education, outreach and communication activities.

Duties
  • Assist in developing departmental, statewide or local environmental plans and programs.
  • Assist in research, collection and analysis of resources, data and educational materials.
  • Assist in review and analysis of proposed projects for consistency with policies, statutes and environmental impact.
  • Assist in coordinating database maintenance and disseminating information.
  • Assist in drafting new regulations, statutes, guidelines and other written materials.
  • Assist in formulating policy options.
  • Assist in providing technical consultation to local, regional, state, federal officials and the public.
  • Assist in coordinating federal grant‑in‑aid programs and preparing related documentation.
  • Assist in developing enforcement actions and reports.
  • Assist in reviewing and developing recommendations on environmental permit requests.
  • Assist in developing and implementing environmental and leisure services education programs.
  • Assist in preparing environmental impact statements and recommendations for corrective actions and/or alternatives.
  • May assist in conducting site investigations.
  • May assist in preparing publications and guidelines on environmental protection, natural resource education and economic development issues.
  • Prepare environmental permit applications.
  • May prepare enforcement actions.
  • May serve as department representative on regulatory and advisory boards and/or committees.
  • May serve as legislative liaison.
  • Perform related duties as required.
Knowledge, Skills, and Abilities
  • Knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection.
  • Knowledge of principles and practices in environmental protection fields.
  • Knowledge of basic principles and practices of environmental and policy analysis.
  • Knowledge of basic statistics.
  • Knowledge of environmental program planning principles and practices.
  • Interpersonal skills.
  • Oral and written communication skills.
  • Research and organizational skills.
  • Ability to understand and interpret legislation and technical data.
  • Ability to utilize computer software.
Qualifications General Experience

Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

Substitutions Allowed
  • College training in a scientific or technical discipline related to the environmental field including biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; GIS; geography with a GIS concentration; natural sciences; or natural resources. Fifteen (15) semester hours equaling one‑half (½) year of experience may be substituted up to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in a related discipline may substitute for five (5) years of General Experience.
  • Education may substitute for a total of five (5) years.
  • One (1) year of experience as an Environmental Compliance Specialist may be substituted for the General Experience.
  • Completion of an Environmental Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
Preferred Qualifications
  • Experience working with laws and regulations pertaining to recreational boating safety and navigation.
  • Experience operating, trailering, and launching recreational vessels.
  • Experience providing public education regarding aquatic invasive species, natural resources, or boating safety topics.
  • Experience creating or participating in boating safety campaigns or outreach events.
  • Experience developing or implementing media communication strategies.
  • Experience managing website content.
  • Experience editing and overseeing the procurement and production of publications.
  • Experience providing in‑person, phone, or email customer service.
Special Requirements
  • Incumbents may be required to travel.
  • Incumbents may be required to possess and retain a valid Motor Vehicle Operator’s license.
Working Conditions

Incumbents may be exposed to some danger of injury or physical harm from on‑site environments and a moderate degree of discomfort from exposure to year‑round weather conditions.
