Construction Project Manager - Federal Construction
Lead and deliver federal construction projects from pre-construction through closeout, with emphasis on compliance, safety, schedule and budget control. This role manages federal and DoD-specific requirements, coordinates with government stakeholders and design teams, and ensures successful delivery of complex facilities including hospitals and medical treatment facilities.
Key Responsibilities
- Manage all phases of federal construction projects (planning, procurement, construction, commissioning, closeout) ensuring on-time, on-budget delivery.
- Serve as primary point of contact with federal owners, contracting officers, A/E firms, and inspectors; maintain strong owner relations and clear communication.
- Develop and maintain project schedules (CPM), budgets, cost forecasts, and change management; implement cost-control measures and report progress to stakeholders.
- Ensure compliance with federal regulations, FAR/DFARS requirements, security protocols, Buy American Act, Davis-Bacon, and other applicable statutes.
- Oversee quality assurance/quality control (QA/QC), site inspections, testing, and commissioning activities; manage punch lists and warranty issues.
- Coordinate and supervise subcontractor selection, performance, and safety programs; enforce OSHA and site-specific safety plans.
- Manage logistics, site access, and security requirements for federal facilities and sensitive sites; handle government-issued permits and clearances.
- Lead value engineering, constructability reviews, and risk management activities to optimize project outcomes.
- Prepare and review project documentation, RFI responses, submittals, progress reports, and as-built drawings for government acceptance.
- Mentor and coordinate project teams, including engineers, superintendents, and field staff; promote a collaborative and safety-first culture.
Qualifications
- Bachelors degree in Construction Management, Civil Engineering, Architecture, or related field; advanced degree preferred.
- Minimum 8-12 years of construction project management experience with at least 5 years on federal construction projects; hospital/medical facility experience strongly preferred.
- Demonstrated experience with federal contracting requirements (FAR/DFARS), Davis-Bacon, Buy American, and other applicable federal statutes and regulations.
- Proven track record managing hospital construction projects, including MEP coordination, infection control risk assessment (ICRA), and commissioning.
- Strong knowledge of construction means and methods, CPM scheduling, cost estimating, and change order management.
- Professional certifications preferred: PMP, CCM, DBIA, or CCS. OSHA 30 and other safety certifications desirable.
- Experience managing subcontractors, QA/QC programs, and implementing site safety plans; strong leadership and communication skills.
- Proficient with construction management software (Procore, Primavera P6, MS Project) and Microsoft Office suite.
