Projects: Washington, DC & Baltimore, MD

Type: Full-Time

Compensation: $100,000 – $140,000+ base

Upside: Uncapped incentive tied to project wins & profitability

R&R Contracting Utilities is seeking a Senior Sitework & Utility Estimator to lead estimating for full site development packages across the DC and Baltimore markets.

This role owns pricing from rough grading through final utility and concrete scopes and plays a key role in pursuit strategy, pricing accuracy, and profitable growth as we expand our turnkey subcontracting operation. This is a senior seat with real decision-making authority and upside
.

• Lead estimating for full site packages
  , including:
• Clearing, grading, and earthwork
• Wet & dry utilities (storm, water, sewer, electric, telecom)
• Deep excavations and drainage systems
• Structural and flat concrete
• Site restoration and tie-ins
• Prepare detailed takeoffs, budgets, and competitive bids
• Analyze plans, specs, and geotechnical reports for risk and production assumptions
• Develop pricing for labor, equipment, materials, trucking, and subcontractors
• Support pursuit strategy, value engineering, alternates, and scope clarifications
• Coordinate with GCs, developers, municipalities, and internal teams
• Support project handoff and protect margins post-award

• 10+ years in sitework and underground utility estimating
• Strong background in public and private work
• Deep understanding of production rates, sequencing, and constructability
• Ability to manage multiple complex bids simultaneously
• Familiarity with DC, Maryland, and regional municipalities
• Bachelor’s degree in Civil Engineering, Construction Management, or equivalent experience

• Advanced Excel (required)
• Strong plan/spec interpretation and quantity takeoffs
• Construction accounting and job cost knowledge (
