This Management Analyst 5 (MA5) role focuses on initiating proactive interventions to resolve systemic issues and reduce employer errors. This job offers the opportunity to shape state-level employee benefits policy, lead teams through complex operational challenges, and ensure the accuracy of insurance for hundreds of thousands of public employees. Instead of just following rules, this person helps create them by drafting decision memos and influencing policy, including interpretation of RCW (Revised Code of Washington) and WAC (Washington Administrative Code).

About the divisionThe Employees and Retirees Benefits (ERB) Division within HCA comprises two programs with an overall spending budget of almost $5 billion for over 725,000 covered lives:
- The Public Employees Benefits Board (PEBB) Program provides insurance coverage and administers benefits and eligibility for eligible employees of state agencies, higher-education institutions, employer groups, and their dependents. PEBB also offers Retiree and other continuation of coverage benefits such as COBRA for those who meet state eligibility and procedural requirements.
- The School Employees Benefits Board (SEBB) Program provides coverage for eligible employees of K-12 schools, educational service districts (ESDs), charter schools and their dependents.
Advises executive leadership and cross-divisional stakeholders on program-rule interpretation and implementation, precedent-setting operational and policy challenges, including business process redesign, long-range planning, and eligibility system improvements. Represents HCA on multi-agency and public-private analysis teams, conducting in-depth research, evaluating impacts, and presenting actionable recommendations to HCA executives, the PEB/SEB Boards, and other governing bodies. Develops and implements business strategies and proactive interventions related to employer reporting, Medicare Secondary Payer (MSP) compliance, and benefit administrator (BA) communications, often coordinating with Enterprise Technology Services (ETS), Portfolio Management and Monitoring (PM&M), Rules & Policy, and the Office of Legal Affairs (OLA).
Oversees the production of PEBB and SEBB program status tracking and analytics used by boards, commissions, elected officials, and agency leaders to evaluate benefit administration effectiveness and support strategic decision-making. This MA5 supervises five staff across three specialized areas:
Employer Error Correction, MSP, and benefits administrator communication.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.
Someof what you will do
- Directly supervises three functional areas: (1) employer error correction (Program Specialist 3 staff), (2) Medicare Secondary Payer coordination (MA4), and (3) Benefit Administrator communications and web governance (MA3). Provides oversight to ensure operational clarity, alignment with HCA policy, and continuity across lines of business.
- Establishes strategic goals, work plans, and delivery expectations for each unit. Designs and monitors implementation methods, adjusting workflows and performance measures to meet changing program needs and policy direction.
- Provides expert-level interpretation and application of PEBB and SEBB eligibility rules, RCWs, WACs, and HCA systems (Benefits 24/7, PAY1) to support staff and resolve ambiguous or high-impact cases.
- Conducts targeted research and analysis to inform ERB operational planning, policy recommendations, or resolution of emerging eligibility challenges.
- Drafts formal decision memos, cross-divisional recommendations, and process change proposals with high potential for systemwide or statewide impact.
- Coordinates and collaborates with key HCA partners (ETS, Rules & Policy, PM&M, OLA) to clarify rules, resolve cross-system inconsistencies, and coordinate communication and system updates.
- Supervises the planning, development, and release of timely, accurate, and policy-aligned Gov Delivery messages to more than 1300 Benefit Administrators across Washington's PEBB and SEB employers.
- Sets strategic priorities for communication efforts, including timing, frequency, and content focus based on policy updates, system enhancements, and seasonal activities.
