This is a project position ending 06/30/2027. This opportunity is internal and available to current HCA employees only.

Join the Apple Health Eligibility and Access Division and help make sure every eligible Washington resident can get the medical care they need. As an Operations Analytics and Projects team member, you will lead projects, drive process improvements, and use your expertise in data analysis and contact center operations to make real improvements for Medicaid clients across the state. You will lead a high-performing and dynamic team, and work in a flexible, primarily telework role based in Olympia.

All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.

Within Apple Health Services and Operations (AHSO), the Apple Health Eligibility and Access Division works across HCA and in partnership with the health care community at a local, state and federal levels, in order to develop, and manage high quality, and evidence-based health care programs and purchase services that enhance Apple Health (Medicaid) clients' ability to access appropriate, quality health care.

This position reports directly to the AHEA Operations Analytics and Projects Team Supervisor and supports HCA's mission to provide access to medical care for all eligible Washington residents by providing operational support to the division. The success candidate is an expert in project management, process improvement, data analysis, and contact center operations. This role supports the AHEA division by independently leading projects, process improvements, and the implementation of programmatic changes that impact Medicaid clients.

Supervisory responsibilities include, managing competing priorities, setting expectations, delegating work and evaluating performance. Direct reports to this supervisor include Management Analyst 4, Management Analyst 3, and Medical Assistance Special 4 positions.

This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Duties

Some of what you will do:

  • Serve as the project manager on projects that span the division and serve the Medicaid client population.
  • Lead and facilitate large internal and cross-divisional stakeholder work groups to improve operational processes and the Medicaid client experience.
  • Analyzes business, management or technology needs to facilitate changes in services and practices and implements solutions.
  • Coordinates statewide projects to operationalize changes to health care policy or systems that improve access to Medicaid, or efficiency and quality of eligibility determinations.
  • Acts as legislative coordinator for the division; supports the coordination, tracking, and completion of division bill analysis.
  • Performs thorough and timely legislative analysis as assigned;
    Identifies impacts, concerns, and risks of proposed legislation on AHEA division activities and Medicaid clients.
  • Provides expert advice, analysis and consultation to senior level management staff in developing strategies for the available use of resources, defining departmental needs and priorities, organizational change, long range planning, and setting goals and objectives, particularly in addressing highly complex, multidimensional issues.
  • Plans, assigns and reviews the work of staff.
  • Evaluates employee performance and prepares performance appraisals.
  • Assesses training needs of staff and arranges for or provides instruction.
