The Department of Children, Youth, and Families (DCYF) is accepting applications for a Social Service Training Specialist (SSTS) who will be responsible for coordinating and managing complex and multi-dimensional accountability structures and assisting the Accountability & Quality Improvement Manager in development, implementation, and evaluation of a comprehensive, risk-based ESIT-Statewide Integrated Monitoring System (E-SIMS) with a balanced focus on compliance, continuous quality improvement, fiscal accountability, and outcomes throughout the state.

The Opportunity:

In this role, you will ensure that ESIT provider agencies implement the required elements of state and federal early intervention laws and regulations in a manner consistent with DCYF values including integrity, compassion, transparency, respect, and inclusion. Some of what you will do:

* Contribute to the implementation and continuous quality improvement of a state-wide accountability and improvement framework to inform policy decisions and actions related to the accountability and ongoing improvement of the IDEA Part C Early Intervention System.

* Conduct on-site and desktop monitoring of ESIT provider agencies across the state. Issue findings and ensure noncompliance is corrected in a timely manner.

* Review federal and state policy and provide procedural clarification and consultation regarding ESIT program services and monitoring requirements.

* Develop and implement high quality, consistent statewide training for ESIT Provider Agencies and CLAs on the E-SIMS.

* Design, create, and update training guides and other necessary materials for the E-SIMS.

* Draft guidance memos and contractor bulletins for dissemination by ESIT Manager/Administrator.

* Design and implement risk-based assessment instrument(s) to ensure appropriate selection of universal, targeted, and/or intensive levels of monitoring, training, and support needs.

* Develop data collection methods designed to address federal and state requirements.

* Engage internal/external partners in the ongoing development of data collection tools, monitoring instruments, and risk-based assessments, promoting an inclusive mindset and focus on equality.

* Facilitate subject-matter-expert groups consisting of ESIT Provider Agency and CLA staff, parents, and internal and community partners.

* Conduct annual selection, coordination, and implementation of Systems Analysis Program.

* Perform complex file reviews and systems analysis program reviews; identify statewide trends and training needs for ESIT Provider Agencies.

* Collaborate with DCYF State Leadership Team to identify and individualize regional and local training needs and adapt statewide training materials to meet those needs.

Required Qualifications:

* Equivalent education and professional experience totaling six (6) years in early childhood, early intervention, early childhood special education, or a related field that includes planning, administering, monitoring, evaluating, and/or delivering infant/toddler or early childhood intervention services.

OR

* A Bachelor's degree in early childhood, early intervention, early childhood special education, or a related field AND four (4) years of professional experience planning, administering, monitoring, evaluating, and/or delivering infant/toddler or early childhood intervention services.

OR

* A Master's degree in early childhood, early intervention, early childhood special education, or a related field AND two (2) years of professional experience planning, administering, monitoring, evaluating, and/or delivering infant/toddler or early childhood intervention services.

AND
