Program Supervisor - Special Education
Washington State Office of Superintendent of Public Instruction (OSPI) seeks a full‑time permanent Program Supervisor – Special Education. This position is based in Olympia, Washington and may incorporate partial near‑full‑time telework. Applicants must live in Washington. The position closes on June 18, 2026.
Salary: $80,870 – $95,147 per year (depending on experience).
Position OverviewPart of the Program Improvement unit in the Special Education division, the role provides technical assistance and tiered supports to school and district partners to achieve equitable outcomes for students with disabilities served through an Individualized Education Program (IEP). The Supervisor ensures districts meet state and federal special education law requirements and improves programs to serve diverse students with disabilities.
Key Responsibilities- Special Education Monitoring and Supervision
- Design and conduct on‑site and desk reviews of districts and public agencies receiving federal and state funding for students with disabilities.
- Develop, plan, and implement integrated, outcome‑based monitoring aligned with 18 performance indicators in the state’s Annual Performance Report.
- Oversee and verify LEA submissions, analyze results, and disseminate information through reports, presentations, and training modules.
- Compile data and narratives for the State Performance Plan and Annual Performance Reports.
- Review and approve annual LEA grant applications for federal special education funding to support referral, evaluation, services, and progress monitoring.
- Develop, propose, and influence policy and funding initiatives as OSPI liaison to Educational Service Districts and work groups.
- Special Education Tiered Supports
- Develop and implement statewide, regional, district, and school improvement activities and tiered supports to improve special education outcomes.
- Conduct advanced analyses of project performance using metrics aligned with strategic goals, and provide recommendations for optimization.
- Plan, develop, implement, and evaluate professional learning on topics such as evidence‑based instruction, inclusionary practices, MTSS, trauma‑informed practices, and SEL.
- Respond to partner requests for technical assistance on IDEA issues and provide resources for improvement.
- Provide technical assistance and professional development on prereferral interventions, referrals, evaluation, IEP development, special education services, and progress monitoring.
- Support schools and districts with data literacy, improvement science activities, and strategic planning to improve outcomes.
- Apply equity knowledge to interrupt systemic oppression at the intersection of race and disability.
- Bachelor’s degree in special education or related field.
- Three (3) years of experience in special education or closely related instructional, programmatic, or administrative roles.
- Seven (7) years of teaching in inclusive general education settings with demonstrated experience supporting students with disabilities.
- Knowledge and ability to apply the Individuals with Disabilities Education Act and WAC 392‑172A.
- Moderate travel required.
- Must reside in Washington.
- Master’s degree in special education, school psychology, or related field.
- Demonstrated leadership in special education at local, regional, or state level.
- Experience in coaching or mentoring in special education (instructional practices, curriculum implementation, inclusion, MTSS, progress monitoring).
- Experience in special education administration, program monitoring, compliance oversight, and continuous program improvement.
- Experience implementing evidence‑based instructional practices for mid‑level math and early literacy; overseeing curriculum implementation; monitoring progress for students with disabilities.
- Bilingual or multilingual proficiency.
