Position: Learning Solutions Consultant (Human Resources Consultant 3)

Schedule: Position is overtime exempt and works Monday‑Friday, 8:00 a.m. to 5:00 p.m. May be expected to adjust the work schedule as needed to meet business needs. At the employee's request, a flexible work schedule may be considered.

Location: This position is fully on‑site at the Training Center office in Olympia, WA. This position will be responsible for managing daily Training Center operations and supporting open enrollment courses and other trainings. Classes may be offered virtually or in person.

Who We Are

The Learning Solutions Team (LST) plans, develops, delivers, and monitors instructor‑led training to address customer business needs. The team specializes in leadership development, diversity, equity, and inclusion (DEI), communication, facilitation, personal and professional development, HR practices, certified training, technology, Lean, wellness, and risk management. We are also knowledgeable in alternative modalities (e.g., eLearning) to recommend the most effective learning solutions.

Responsibilities
  • Oversee assigned training portfolios by managing courses mandated by Executive Orders, HR Directives, the Washington Administrative Code, the Revised Code of Washington, and Governor’s Office requirements.
  • Coordinate development and delivery of training programs, including course creation, assignment, scheduling, and review.
  • Provide customer resource management by resolving issues, assessing needs, and improving service delivery through streamlined processes.
  • Coordinate with contracted vendors by supplying logistics, enrollment, rosters, materials, and evaluation information.
  • Support costing, pricing, and budgeting for training programs in partnership with DES Finance.
  • Plan, build, manage, and evaluate the administration of classes and programs with the team.
  • Serve as the first point of contact for external instructors and learners, supporting check‑in, classroom needs, and issue resolution at the Training Center.
  • Respond to agency‑specific development requests and provide tailored learning solutions.
  • Provide primary customer service via email, phone, and in person, including inquiries about class dates, registration, profiles, and classroom usage.
  • Resolve invoicing and billing issues in collaboration with the manager and DES Finance.
  • Research registration and completion inquiries and consult with the team to provide accurate responses.
  • Interpret and apply division policies when responding to customer questions.
  • Manage classroom reservations, process registration forms, and coordinate with Technology Services Division.
  • Maintain the weekly classroom calendar and distribute it as required.
  • Support Learning Management System users by resolving account issues, running audit reports, and providing Tier 1 technical support.
  • Register and cancel learners for WAC/RCW‑approved organizations and assist external learners unfamiliar with LMS processes.
  • Use Zendesk to manage and route learner requests to DES IT Support.
  • Develop agreements by gathering information, advising clients, and coordinating Single Agency or Interagency Agreements.
  • Use LMS, Class Track, and ECMS to close out SAA and OE classes accurately.
  • Ensure accurate learner credit by updating rosters, marking completions, inactivating classes, and running closing reports.
  • Enter chargeback and invoice data into Class Track and ECMS, including uploading electronic invoices.
  • Participate in weekly team meetings to report and collaborate on division activities.
  • Review and prioritize input sheets and enter classes into the LMS within established timelines.
  • Process Go/No‑Go decisions and cancellations using established tools and processes.
  • Write, negotiate, and manage contracts for open enrollment and single‑agency agreement learning solutions.
