* Although this is a hybrid opportunity, the successful incumbent must reside within the State of Washington and must be available to report to the duty station located in Olympia, Washington as needed. Picture yourself
being a senior level professional accounting position that monitors financial activity and reconciles and leads the entry and compilation of fiscal transactions.
In this dynamic role,you will guide and advise accounting staff to ensure compliance with Agency directives and policies, Generally Accepted Accounting Principles (GAAP), State Administrative and Accounting Manual (SAAM), and state and federal rules and regulations.
We are seeking a candidate
to manage and mentor the General Accounting team.
Among the varied range of responsibilities held within this role, this position will:
Supervision and Mentoring of General Accounting Staff- Instruct and train all team members on correct methods and procedures in conformity to GAAP.
- Monitor daily activities to ensure timely, accurate data and compliance of Office of Financial Management (OFM) policies and procedures.
- Advise staff regarding the handling of non-routine reporting transactions.
- Monitor and inspect work in progress to ensure continuity and timely completion of work.
- Assist in interviewing and hiring personnel.
- Assign and monitor the workload of the General Accounting unit.
- Directs and coordinate the daily activities of the accounting staff to quickly and accurately record the revenues, expenditures, assets, and liabilities of the Agency.
- Oversee the general ledger reconciliation process.
- Ensure that functions of the General Accounting unit are done accurately and in a timely manner.
- Make recommendations, develop or revise policies and procedures, and participate in the development and implementation of accounting systems, internal control systems and other processes using the State’s financial management software.
- Identify when the need arises for a written policy or procedure either within the Fiscal Office or Agency-wide.
- Prepare and process journal vouchers adjusting appropriate general ledgers at year end at the direction of the WMS Compliance and Revenue Manager and /or Fiscal Officer during the year-end closing process.
- Assist with the preparation and submission of Disclosure Forms to be submitted to OFM.
Work setting: Position has a requirement of 60% in-person with a possibility of an allowance of 40% telework as determined after the initial training period is passed and training is complete.
Schedule: Typically, Monday – Friday, 8:00 AM – 5:00 PM but may be required to occasionally work more than 40 hours per week or on weekends to meet deadlines during peak periods. Limited leave is approved in July/August which is during Biennial/Fiscal year close.
Travel requirements: Some travel may be required throughout the State to attend training, meetings, and conferences.
Customer Interactions: Mainly interacts with General Accounting staff, Payroll staff, other Fiscal Office section managers, Fiscal Officer, and field staff. Minor interaction with the CFO and Internal Auditor.
QUALIFICATIONSRequired Qualifications:
Option 1: Bachelor’s degree in business, public administration, accounting, economics, statistics, or relevant field;
and three (3) years of professional experience in accounting, budget, finance, payroll, or public administration.
Option 2: One (1) year as a Fiscal Analyst 4.
