Opportunity:

The Office of the State Treasurer is seeking a detail-oriented Fiscal Analyst 3 to support the ACH & Deposits, Banking Services, and Warrant Services units within our Cash Management section. Initially, the role will focus on duties within the ACH & Deposits unit. Our Fiscal Analysts rotate tasks to provide opportunities for cross-training and peer-to-peer coordination and support. Duties will evolve over time as cross-training expands this role to include responsibilities in the Banking Services and Warrant Services units.

ACH

& Deposits:

The ACH & Deposits unit is responsible for the timely recording of all bank transactions; transmission of mission-critical files between OST, other state agencies, and the concentration account bank; administration of the Local Deposit Program (LDEP); and administration of Remote Deposit Capture.

Banking Services:

The Banking Services Unit is responsible for procuring and managing financial institution contracts, ensuring the timely outflow of electronic disbursements, the management of bankcard products, the management of the state’s lockbox process, and reconciling total activity to banking records.

Warrant Services:

The Warrant Services Unit is responsible for managing the issuance, redemption, cancellation, and forgery claim processes for every warrant issued by a state agency from the treasury.

This position supports the Cash Management section in fulfilling its mission by performing critical banking functions including ACH file transmissions, transferring balances into the state’s concentration account, account reconciliation, payment initiation, and warrant processing.

This role works closely with the ACH & Deposits Manager, the Warrants & Banking Services Manager, Information Services staff, internal and external partners, including agency fiscal staff and financial institutions, to resolve discrepancies, implement process improvements, and ensure compliance.

What we are looking for:

The ideal candidate will have a background in banking operations or treasury management, be detail-oriented, with critical-thinking and problem-solving skills. In addition, they will be coachable with the ability to apply sound reasoning to ambiguous situations, learn complex concepts quickly, and the aptitude to comprehend routine and complex directives, laws, rules, and regulations. They will have effective communication skills, exceptional customer service skills and excellent time management and organizational skills.

Incumbents in this position work independently, effectively organize and prioritize multiple assignments to produce work that is accurate and on time, evaluate risks, and determine appropriate escalation in accordance with policy and regulatory standards. Errors in this role may have statewide fiscal impact. The successful candidate must demonstrate sound judgment, and the ability to recognize when escalation is required.

What you will do:

ACH & Deposits:
  • Transmit ACH file(s) to the state’s concentration bank for forward processing in the ACH Network. Ensure all scheduled ACH files from state agencies are received.
  • Analyze and resolve ACH format errors.
  • Maintain ACH Transmission Calendars.
  • Maintain ACH Contact Information.
