OverviewTake the lead on managing millions in federal funding that directly supports Public Employees & School Employees Benefits Boards (PEBB & SEBB) across Washington State. In this senior Fiscal Analyst role, you will ensure regulatory compliance, serve as a key partner to program and agency leadership, and support the Accounts Receivable staff in their daily operations. Aboutthe Division
This position is located within HCA’s Financial Services (FS) division, which collaborates with other HCA divisions and a variety of external stakeholders and legislative partners. The division provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs, and oversees the budget and compliance functions for Washington’s largest individual operating budget. Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations.
Aboutthe Position
This is a lead position that serves as the principal assistant to the Fiscal Analyst 5 and is the primary resource for Public Employees & School Employees Benefits Boards Accounts Receivable staff in their daily operations. The role supports the agency’s mission by ensuring financial transactions are reviewed for accuracy, completeness, and proper recording in financial records and statements. This position is eligible to telework but requires reporting on site 2–3 days a week.
Key Responsibilities- Monitor work performed by ERB accounting staff and spot‑check for accuracy.
- Provide technical support and training to fiscal staff for accounts receivable, journal entries, and accounting database activities.
- Serve as a resource for fiscal staff and assist in training new and current staff in the ERB Accounts Receivables unit.
- Establish, integrate, and maintain accounting sub‑systems and methods; review internal policy for compliance with OFM standards and procedures.
- Distribute ERB accounting work as assigned and assist the ERB Accounts Receivable Supervisor with special projects.
- Lead morning meetings, assign work fairly and equitably when the FA5 Accounting Supervisor is absent, and support the EDS team in processing monthly EDS.
- Review and analyze subscriber accounts for appeals/audits and ERB correspondence, providing in‑depth responses to the correspondence team.
- Develop, review, and update accounting policies, procedures, systems and controls related to accounts receivable activity for ERB insurance programs.
- Ensure accounting procedures result in effective collection of premiums, efficient posting to customer accounts, and compliance with state law and program policies.
- Act as agency technical expert in working with internal and external teams to develop policies related to program changes, communication, operational procedures and final implementation.
- Assure compliance with fiscal policies and procedures issued by headquarters responsible for agency‑wide support functions.

- Option 1:
Master’s degree in a financial field or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant. - Option 2:
Bachelor’s degree with 18 quarter or 12 semester hours in accounting, auditing, or budgeting plus two years of relevant professional experience. - Option 3:
Associate degree with 18 quarter or 12 semester hours in accounting, auditing, or budgeting plus four years of relevant professional experience. - Option 4:
Six years of relevant professional experience.

Advanced spreadsheet software knowledge (Microsoft Excel), ability to create, modify, print, and format spreadsheets, use pivot tables, formulas, and functions; knowledge of Agency Financial Reporting System (AFRS), PAY1 and Enterprise Reporting; demonstrated leadership, inspiration, and coaching ability.
