The Opportunity

The Financial Services program provides centralized budget, accounting, payroll, and benefits to support the agency and program operations. Financial Services works to ensure budget and accounting operations are completed in compliance with state and federal guidelines as well as agency policies and procedures. This position ensures the requirements of the agency s cash receipting, accounts receivable, federal cooperative agreements/contracts, interagency agreements and travel reimbursement operations are met in support of agency/program operations.

As direct support to fiscal operations, this position provides general governmental accounting expertise, policy compliance, general ledger reconciliation, research and advice on various accounting and agency business practices.

WSDA is recruiting for a full-time permanent Fiscal Analyst 5 position within the Directors Office Division. This position is located in Olympia, Washington. This is a non-represented position. The base pay offered will take into account internal equity and may vary depending on the preferred candidate s job-related knowledge, skills, and experience. The typical starting salary for this position is:
Range 61, Step A $71,472 - Step L $93,804 annually.

Responsibilities
  • Provide direct support to agency’s financial operations
  • Supervise, coach, assign duties, manage performance, review and approve the work of four professional fiscal staff
  • Provide technical account support based on GAAP and OFM regulations, transcode decision and preparation of journal voucher adjustments, corrections, general ledger adjustment, and other aspects of general accounting
  • Analyze reports and reconcile general ledger accounts to ensure accurate accounting records
  • Develop and maintain accounts receivable and travel reimbursement policies and procedures
  • Assist in fiscal year end close activities
  • Oversee implementation of new accounting systems and processes
  • Monitor in-process report for errors and assign to staff for corrections
  • Provide support to the agency's Chief Financial Officer and Budget Manager
  • Act as a liaison for and implement the use of new accounting systems, work tools, and process changes as directed by OFM, the CFO, and the Budget Manager
  • Identify, recommend, establish efficiencies, and monitor compliance of fiscal work processes
  • Provide research and interpretation of agency policies and state regulations regarding travel and accounts receivable/cash handling
  • Develop draft fiscal policies as needed or determined by the CFO
  • Attend training and meetings relevant to communicating fiscal activities or improving fiscal operations
  • Provide backup support for related roles
  • Monitor, review, assure compliance, summarize expenditure activity, and prepare reimbursement requests for interagency agreements
  • Verify travel documents, review and process travel reimbursements, and perform month-end and year-end reconciliations
  • Process payments for program and interagency revenue transactions and reconcile discrepancies
  • Prepare daily deposits and revenue refunds
  • Advise and provide guidance to those who perform receivable processing activities
