Position Overview

Fiscal Analyst 1 – Olympia, WA

This position reports to the Beer and Wine Tax Unit Supervisor in the WSLCB Finance Division. The role performs professional entry‑level financial review and analysis of accounting, auditing, and fiscal data in accordance with GAAP, government auditing standards, statutes, or regulations.

Key responsibilities:

  • Perform financial review and analysis of accounting, auditing, and fiscal data in accordance with GAAP.
  • Monitor, analyze, and process monthly tax reports, track late and missing reports, and contact licensees regarding past‑due Beer and Wine reports.
  • Provide clear communication to external customers regarding reporting compliance with tax collection and payment laws, policies, and procedures.
  • Serve as the first level responder to the Beer and Wine Tax Unit main contact telephone number, responding to calls and emails.
  • Process incoming and returned mail for the Tax and Fee Units.
  • Assist licensees with online reporting and payment systems and follow up for education and corrective action.
  • Track late and missing tax reports and prepare written notices to inform licensees of compliance requirements.
  • Batch and scan reports for indexing to the Enterprise Content Management System.
  • Prepare monthly calendar of responsibilities and due dates, distributing it to Beer and Wine Tax Unit staff.
  • Send notice to WSLCB Enforcement and Education Division for administrative action.
  • Monitor, track, and test Tax and Fee System enhancements.
  • Verify accuracy of all Tax and Fee System data input.
  • Enter monthly, quarterly, and annual reports into the Tax and Fee Systems.

Required Qualifications

Experience and education requirements may be met through combinations listed below:

  • Four years of professional experience in a financial, fiscal, accounting, auditing, budgeting, or payroll area plus 18 quarter or 12 semester credits in college‑level accounting, auditing, finance, economics, or budgeting, or a commitment to attain the required credits within 18 months.
  • Associate’s degree in a financial‑related field or business administration, including 18 quarter or 12 semester credits in accounting, auditing, or budgeting, or the commitment to attain the required credits within 18 months, plus two years of relevant professional experience.
  • Bachelor’s degree or higher in a financial‑related field or business administration, including 18 quarter or 12 semester credits in accounting, auditing, finance, economics, or budgeting, or a commitment to attain the required credits within 18 months.
  • Certifications that may substitute for one year of professional experience:

    • Public Accountant
    • Internal Auditor
    • Certified Government Financial Manager
    • Management Accountant
    Preferred/Desired Qualifications
    • Knowledge and understanding of tax laws, rules, policies, or procedures.
