Position: Financial Systems Administrator (WMS2)

The Financial Services Office is recruiting for a Financial Systems Administrator to oversee all system requirements gathering, end-to-end testing, change management, and technical training as each system change or upgrade impacts accounting functions. The Financial Services Office provides the core business and financial activities that enable the agency to operate and ensure financial stability, guidance, and management for fiscal-related activities in a complex accounting and financial management environment.

The Department of Licensing (DOL) is one of the most visible state agencies and engages with millions of residents each year. This role supports OneWA initiatives that modernize finance, human resources, payroll, procurement, and budgeting functions and impacts systems governing revenue collections for licenses and fees.

Responsibilities
  • Provide primary oversight and responsibility for the financial component of business technology applications.
  • Develop proficient knowledge of the accounting aspects for any system with a financial component.
  • Train others and facilitate routine trainings with staff, sharing knowledge.
  • Lead, facilitate, and document a shared understanding of business problems for Finance and other divisions.
  • Provide solutions and determine the scope of projects for enterprise systems used statewide.
  • Create and facilitate a testing plan to ensure data integrity after major systems updates.
  • Manage the development of training material to support changes in statute, rule, technology, or operational demands of the supported divisions and internal DOL systems.
What you will bring to the position
  • Ten (10) years of combined professional experience in budgeting, accounting, auditing, or financial reporting, with a concentration in Accounts Receivable and Billing.
  • 20 semester/30 quarter hours of accounting course work or closely related field.
  • Ability to:
    • Demonstrate time management and multi-tasking skills with the ability to prioritize tasks.
    • Demonstrate excellent oral and written communication skills with the ability to influence stakeholders, sponsors, and team members on project vision and objectives.
    • Actively communicate to managers, peers, and subordinates in a timely manner.
    • Identify and resolve conflict in a timely manner; establish a compelling rationale for resolving conflict.
    • Focus conflicting parties on shared goals and maintain stable performance under pressure.
    • Create structure, boost productivity, and prioritize tasks; determine what must be accomplished, delegated, postponed, or eliminated.
    • Make timely, well-reasoned decisions by gathering and interpreting information.
    • Manage people and activities proactively to prevent disruptions.
    • Understand the big picture of project goals while performing detailed tasks.
    • Clarify roles and responsibilities within the team and ensure appropriate governance and support functions.
    • Set direction and use interpersonal influence to gain alignment.
    • Demonstrate respect, trust, diversity, equity, and inclusion in daily work.
    • Take action to learn and grow and to meet the needs of others.
  • Possess and demonstrate:
    • Strong organizational skills.
    • Knowledge of the financial system being transformed and how it integrates with other processes and initiatives.
Preferred/Additional Information
  • Master’s degree (preferred).
  • Certification as a public accountant (preferred).
  • Project management experience or certification (preferred).
  • Familiarity with Washington State laws, regulations, and GAAP.
  • Experience in finance or Accounts Receivable and Billing at a senior level.
Additional Requirements of Employment
  • Ability to work in-person two days a week or more as business needs arise.
  • Ability to travel overnight and out of state.
