Position: Fiscal Analyst 1 Accounts Payable

Description

Overview

Washington State Department of Agriculture (WSDA) seeks a full‑time Fiscal Analyst 1 to manage budget, accounting, payroll, and benefits for the agency. The analyst will analyze and process expenditures, maintain contract payments, and support financial reporting.

Responsibilities
  • Review, interpret, and reconcile payments (invoice, contract, organic cost share, grant programs) in compliance with GAAP.
  • Verify correctness of invoice quantity and amount, check for duplicate payments, and audit vendor information.
  • Create, process, and release payment batches using Financial Toolbox and AFRS.
  • Maintain accurate vendor records and assist with vendor paperwork (W9, direct deposit, change forms).
  • Track payments by date in Enterprise Contracts Management System (ECMS).
  • Respond to inquiries from agency personnel and vendors regarding payment status.
  • Assist higher‑level staff with financial summaries, analysis, and development of fiscal procedures.
  • Support fiscal year closing of financial records and assist with grant‑program payments (CRF, CSFRF, EFAP, TEFAP, CSFP, Specialty Crop Block).
  • Provide mailroom and reception backup support as needed.
Qualifications
  • High School Diploma or GED.
  • Minimum 2 years of experience in payroll, accounting, bookkeeping, auditing, or related fiscal fields.
  • Accounting coursework of at least 18 quarter hours (or 12 semester hours) can substitute for experience.
  • Strong understanding of state accounting systems (AFRS, Enterprise, Webi, TM$, Toolbox).
  • Excellent written and verbal communication skills.
  • Ability to work with diverse individuals and maintain compliance with governmental accounting transactions.
  • Preferred:
    Bachelor’s or master’s degree in finance, accounting, or related field.
