Medicaid Transformation Fiscal Information Data Analyst (WMS2/FSD) - Project

This position performs complex budgeting and fiscal analysis for the Medicaid Transformation Project (MTP), including tracking and reporting on budget, revenue and expenditures of approximately $2.5 billion over the course of the biennium. The Fiscal Information Data Analyst uses critical thinking skills to navigate gray areas and independently solve problems in a fast paced and changing environment.

The MTP finance team also relies on one another to address challenging fiscal work, so if you are a team player who is confident in performing complex budgeting and presenting financial reports to project leadership on a regular basis, this may be the opportunity for you!

This position is eligible to telework but is required to report on-site 1 day a week during the training period and occasionally at other times to meet business need. The default assigned work location of all HCA positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of on site work will vary based on business and operational needs.

All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state‑issued equipment, regardless of telework status or location.

Some of what you will do:
  • Provide advanced level financial budgeting, research and analytic expertise for the Medicaid Transformation Waiver.
  • Prepare and submit financial reports to demonstrate compliance with HCA and CMS financial reporting requirements.
  • Prepare waiver administrative, services, and transformation projects budgets, including drafting decision packages, developing cost models, and budget allotments.
  • Review and approve agency budget requests related to project staffing and contracts.
  • Track and report on waiver expenditures to budgets.
  • Monitor and calculate Intergovernmental Transfer (IGT) activity which are used as a funding source for project expenditures.
  • Prepare and present regular financial reports to Medicaid Transformation Project leadership.
  • Perform highly specialized and complex research and data analysis for the Waiver and Demonstration Finance Section Manager to ensure adequate funding for waiver administration, services and transformation projects.
Required qualifications:

Option 1:

  • Master’s degree in accounting, finance, mathematics or related quantitative field.
  • One (1) year of employment experience working with large and complex budget processes.

Option 2:

  • Bachelor's degree in accounting, finance, mathematics or related quantitative field.
  • Three (3) years of employment experience working with large and complex budget processes.

Option 3:

  • Associate degree in accounting, finance, mathematics or related quantitative field.
  • Five (5) years of employment experience working with large and complex budget processes.

Option 4:

  • Seven (7) years of experience working with large and complex budget processes.
Required competencies:
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.
Preferred qualifications:
  • Professional experience budgeting for a Washington State agency.
  • Professional experience performing accounting for a Washington State agency.
  • Demonstrated ability to develop and implement financial models for budgeting, forecasting, and expenditure/revenue analyses.
  • Master's degree or other advanced degree in business and finance.
  • Greater than five (5) years of employment experience in financial, analytical, or other quantitative field.
  • Knowledge of regulations regarding public or Medicaid benefit programs.
  • Project management experience.
  • Experience working for:
    • The Washington State Legislature; and/or
    • The Office of Financial Management
  • Knowledge, Experience, and Ability:
    • Ability to perform analyses for financial research and modeling in a complex multi-system environment.
    • Ability to use effective verbal and written communication skills, especially communicating financial concepts in ways that non‑financial managers can understand.
    • Experience in juggling multiple activities and tasks.
