The salary range listed reflects the 2% general wage increase scheduled to take effect July 1, 2026.

The Office of Financial Services (OFS) plays a critical role in supporting the Department of Health's mission by providing leadership and expertise in financial and operational management. Through budgeting, accounting, contracting, grant management, purchasing, fiscal monitoring, and financial reporting, OFS ensures agency resources are managed responsibly and in compliance with state and federal requirements.

This Fiscal Analyst 4 serves as the principal assistant to the Accounts Payable Supervisor and is a key resource for financial analysis, policy interpretation, and fiscal compliance. This position conducts detailed reviews of financial transactions and data, provides guidance to staff regarding Generally Accepted Accounting Principles (GAAP), Office of Financial Management (OFM) requirements, and Department of Health policies, and supports agency-wide financial operations.

The position also maintains the agency Chart of Accounts and performs research and analysis using the State Administrative and Accounting Manual (SAAM), Revised Code of Washington (RCW), and Washington Administrative Code (WAC) to resolve complex fiscal questions. Through sound financial stewardship and customer-focused service, this role helps ensure public resources are managed effectively to support vital public health services across Washington State.

Required qualifications include:

Option 1:
Three (3) or more years of experience in the following:

  • Professional-level accounting or finance experience, including experience with Washington State SAAM guidelines, RCW's, WAC's, and other state policies and procedures.
  • State reporting systems: AFRS, Enterprise Reporting, or Web Intelligence
  • Analyzing and interpreting financial reports in order to adjust entries, correct discrepancies and prepare documents; research transaction records and other fiscal records to ensure accuracy.
  • Option 2: A Bachelor's degree or higher in Accounting, Business Administration or closely allied field; which includes the successful completion of 12 Quarter hours (or semester hour equivalent) college-level coursework in accounting, auditing, budgeting, or finance AND one (1) year of experience in accounting, budget or auditing.

    Additional required knowledge, skills, abilities, and experience:

    • Microsoft Excel – to develop and manipulate large or complex spreadsheets; use complex mathematical formulas to calculate data and link worksheets; import data from other sources, filter lists, and create and format charts and graphs.
    • Microsoft Word – to create, format, and edit tables, charts and graphs; insert and format sections; create headers and footers; and work with pictures and draw objects.
