Position: Budget Analyst 4 (BA 4) Multiple DOH8940

The Office of Program Financial Management (OPFM) within the Office of Financial Services (OFS) is recruiting for two Budget Analyst 4 positions that serve as trusted fiscal advisors and strategic partners to the Department of Health leadership.

These positions provide expert-level budget development, financial analysis, forecasting, and fiscal oversight while supporting critical public health programs across Washington.

Key Responsibilities Budget Development and Financial Management
  • Develop, monitor, and maintain operating budgets while ensuring expenditures align with program priorities and available funding.
  • Analyze financial data, identify trends, and provide recommendations that support informed decision making.
  • Prepare budget projections, forecasts, and financial reports for program and executive leadership.
  • Monitor expenditures and resolve fiscal issues to maintain compliance and financial integrity.
Fiscal Consultation and Partnership
  • Serve as the primary fiscal advisor and liaison between assigned programs and Office of Financial Services.
  • Build collaborative relationships with program leadership and agency partners to support strategic financial planning.
  • Translate complex financial information into clear recommendations for a variety of audiences.
Contract, Grant, and Resource Management
  • Coordinate fiscal review and monitoring of contracts and grants.
  • Support federal funding requirements, maintenance of effort, matching requirements, and other funding obligations as applicable.
  • Review fiscal impacts associated with new initiatives and funding opportunities.
Compliance and Continuous Improvement
  • Ensure compliance with state and federal fiscal policies, procedures, and reporting requirements.
  • Develop and improve financial processes that promote consistency, accountability, and operational efficiency.
  • Support special fiscal projects and organizational initiatives as assigned.
Required Qualifications
  • OPTION 1: Bachelor’s degree in accounting, finance, business, public administration, or related field AND one or more years of experience providing financial management expertise in creating, managing, and refining complex financial budgets.
  • OPTION 2: Associate degree in accounting, finance, business, public administration, or related field AND two or more years of experience providing financial management expertise in creating, managing, and refining complex financial budgets.
  • OPTION 3: Four or more years of experience providing financial management expertise in creating, managing, and refining complex financial budgets.
Preferred Qualifications
  • Experience with the state budget and legislative processes, including Washington State budget development and monitoring concepts.
  • Experience with Generally Accepted Accounting Principles (GAAP) to conduct revenue and expenditure analysis.
  • Experience working with the state Enterprise Reporting, Web Intelligence systems, and/or Workday.
Computer Skills
  • Proficiency in MS Excel for spreadsheet tasks and database management.
  • Proficiency in MS Word for document creation and formatting.
  • Proficiency in MS Outlook or similar email systems for electronic correspondence.

Working Conditions
  • Position can be performed fully remotely.
  • Standard business hours Monday to Friday 8:00 a.m. to 5:00 p.m.; additional hours may be required to complete projects.
