The Department of Revenue's Research and Fiscal Analysis (RFA) Division is excited to announce an incredible opportunity as our Income Tax Analysis Coordinator
- Tax Policy Specialist 4 (TPS4). The purpose of this position is to enable Research & Fiscal Analysis to carry out this responsibility related to the Washington Income Tax passed during the 2026 Legislative Session.

The Department of Revenue is responsible for maintaining a tax research section. The Research and Fiscal Analysis division conducts constant observation and economic investigation of the effectiveness and adequacy of revenue laws of this state to assist the Governor, the Legislature, and the Director in estimation of revenue, analysis of tax measures, and determination of the administrative feasibility of proposed tax legislation.

The following activities are central to this position:

  • Conducting tax and economic impact studies of major importance for the agency and other state agencies, including the assessment of impacts and policy implications from the agency perspective.
  • Preparing and reviewing fiscal notes and other economic and fiscal impact analyses on proposed law changes and economic policy issues for the Legislature, the Office of Financial Management (OFM), and the Governor's Office.

The ideal candidate will possess a combination of the following knowledge, skills, abilities, and progressive experience that demonstrates readiness to successfully perform the duties and tasks of this position:

  • Developing ability to interpret and analyze complex language and apply quantitative methods, gained through progressive experience performing analytical, research, or data-driven work.
  • Progressive experience managing or leading projects, including coordinating participants, developing project plans, overseeing deliverables, or facilitating consensus solutions, demonstrated through prior roles with project responsibilities.
  • Demonstrated skill in conducting complex tax, economic, or fiscal research using statistical programming tools such as SAS, SQL, STATA, R, Python, or similar applications, demonstrated through prior professional or academic research assignments requiring technical analysis.
  • Progressive experience supervising, mentoring, or developing professional staff, demonstrated through prior roles evaluating performance, coaching lower level staff, or leading teams.
  • Proven ability to clearly and concisely communicate complex concepts to diverse audiences —including executive leadership, legislators, or interested parties—supported by experience preparing reports, correspondence, or technical briefings.
  • Demonstrated ability to work effectively under time pressure, including meeting tight deadlines and managing competing high priority assignments, gained through experience in fast paced settings.
