The position reports to the Budget Unit Manager and provides expert-level financial analysis and consultation to support HCA's administration of Apple Health, behavioral health, and employee benefit programs.

The role is hybrid, requiring on-site work 1-2 days per week in Olympia, WA.### Key qualifications
* Master's degree in business, public administration, accounting, economics, or statistics with 3 years of budget/management/program analysis experience; OR Bachelor's degree with 5 years experience; OR
* Demonstrated expertise using state budgeting and reporting systems, Excel, and Word
* Knowledge of Office of Financial Management and the State Legislative budget process
* Experience with Washington State Agency Financial Reporting System (AFRS), Agency Budget System (ABS), and Fiscal Note System (FNS)
* Analytical skills for financial research and modeling in complex multi-system environments
* Ability to communicate complex issues verbally and in writing
